RAAST, Digital Banks Boost Pakistan’s Financial Inclusion Index

The State Bank of Pakistan (SBP) on Wednesday released the Pakistan Financial Inclusion Index (P-FII) for 2025, showing continued improvement in access to and use of financial services across the country.

The index, which measures the overall level of financial inclusion, rose to 59.5 in 2025 from 58.1 in 2024.

According to the SBP, the increase was primarily driven by a significant improvement in the Usage sub-index, while the Access and Quality indicators also recorded gains.

The central bank attributed the progress largely to digital financial inclusion measures introduced under the National Financial Inclusion Strategy (NFIS) 2024–28.

Key contributors included the expansion of the RAAST merchant network and digital payment ecosystem, the launch of digital banks and efforts to facilitate account openings.

The SBP said these developments were complemented by greater consumer focus and initiatives aimed at improving financial literacy, further supporting the country’s financial inclusion goals.
