A modern state system ensures constitutional freedom of its citizens, justice for all, peace of the society and strong economic stability. The key to such modernism is based on meritocracy in each area guarded by transparent positive/negative reinforcement. A society declines wherein the equality of subjects is sacrificed and vicious groups are facilitated, making the law immaterial or subjugated. In such situations, the gaps among members/groups of the societies will increase and the worst kind of disparities will emerge. Even the national policies/interest are ignored or compromised for ulterior motives owing to momentary gains of some beneficiaries. A typical mindset establishes which normally remains incapable of handling/resolving ground realities.
In the same frenzy, the flourishing projects/schemes are rolled back even at the cost of national interest. It gears up acrimonious frustration. The self-interests grow and peace/stability deteriorates. Thus, adhocism prevails to satiate the lust of chosen ones and never ending socio-political experiments continue in search of the right solutions. Hence, the failed and non-contributing, benefitted actors need to be discarded for repeating the experiments. All the social scientists and political gurus have proved the golden principles of the modern state system through their observation & researches which support the stated facts. The lead to all such subjects is further consolidated through divine rules irrelevant to any particular belief or ethics. The illustrated examples are manifested in a number of developed countries.
The third world and under-developed countries are mostly driven through international agendas. The historical perspective of such areas speak of fragmented cultures, in the best interest of the controlling forces, providing asylum to a number of mafias. The greed, self-interest and frustration of the individuals become an easy tool into the hands of vicious/alien handlers. The unity and integration of the societies perishes. All the skills, resources and advancements become irrelevant in such disorder, which bangs on pick & choose. The sovereignty of the state fails to fulfil its above-mentioned four major responsibilities. The local commodities and markets are captured by foreign entrepreneurs; whereas international monopolists push collapsing socio-political fibres into deep gorges in garb of loans, aids and donations. This leads to anarchy in the society which may prevail for decades.
This kind of dismaying scenario strengthens the establishment of a buffer-zone which suits international players, wherein no armies are required to conquer such collapsing societies. On the other hand, the alien forces related to autonomy, economy, peace and law & order exploit such predicament. Unfortunately, the stakeholders sitting at the helm of affairs get exploited on pity interests, while losing the identity of self-respect, grace and autonomy. It is advocated that the best assessment/solutions could be conceived by those entities which are not party to any of such vicious interest or not entangled into the race of self-projections and prioritize national interest at the top. The said awkward situation needs an out of box solution which individuals with particular mindsets and programmed objectives can never deliver.
The chaotic situation could be tackled abruptly by placing the right persons for right handling without any bias on affiliations. A secure and safe environment may ensure peace, rule of law and prosperity. The sickening government machineries under aristocratic service groups will have to be re-evaluated and pruned accordingly. In this regard, the principles of differentiating performers and non-performers, clear and tinted, contributing and self-projecting will have to be clearly spelt out. Talent hunting of the top professionals with solution-based results irrespective of any affiliations of groups should be dugout and plugged in. Key performer indicators for the employed lot should be applied for gauging the output. The bulk of youths and women-folk may be harnessed into sustainable earning activities and entrepreneurship at the lowest rural levels.
The sustainable capacity building will only give optimum results when safeguarded under job/profit security and safe working environment in jobs and markets. The entire educational curriculum (public, private and madaris) can be converted to uniform grooming subjects of healthy lifestyle, faith/interfaith learning, crisis management, constitutional awareness, skills learning and developing entrepreneurs. The latest industrial technologies and agricultural research will have to be incorporated for rapid development. The huge exchequer against non-productive schemes may be reverted to establishing industrial and entrepreneurial hubs. All the delayed schemes/projects may be evaluated and could either be completed in a given timeframe or bulk of amounts could be saved by auctioning/selling the failing infrastructures. All the shady fiscal allocations could be utilized for industrial/agricultural development.
In such ongoing circumstances, the composition of leadership paradigm becomes more challenging and demands a visionary, foresighted, selfless and integrity-based approach. The theoretical principles and practical experiments with varied exposure of niches of the society may evolve a versatile, delivering leadership. Another challenge is to set the limits of national interest with a mechanism to keep the impetus of developing areas and without succumbing to any socio-political pressure. Such policies have to be implemented across the board. The yardstick to assess the influence of policies is to weigh the overall contribution in nation-building and progress. The shadows of personal interests/gains should be out cast. The already defined roles of all stakeholders and institutions need to be strictly followed without interweaving with each other. This kind of homogeneous governing body at state and provincial levels may control the critical situation and may give an out-of-box solution and may diminish identity.
All the policies/actions have to be taken in the best interest of the nation-state and beyond any specific shades. Rising above the personal egos and pursuing the adversaries with ethical norms will help in reducing frustration and depression of the society. Decisions have to be made by placing oneself in the position of opponents and in a balanced approach. Coercive handling may never foster positive results rather will add to diminishing identity. Nevertheless, all rules, laws and policies are already in place but are devoid of ruthless implementation. There is no paucity of funds and resources but stern scrutiny/sifting is lagging. Though the looming situation is worsening with every passing moment, yet a sensible insight and pragmatic undaunted handling may turn the situation upside down. The intuitional feedback is not giving out a positive harbinger and it seems that all wisdom will remain inappropriate for the next few years. However, contending on the reliance of nature, it may be hoped that some responsible may realize and put the declining set-up on cradle.
