“Countries need to uphold the principles of equality, mutual learning, dialogue and inclusiveness among civilizations and let cultural exchanges transcend estrangement, mutual learning transcends clashes and inclusiveness transcends any sense of superiority.” This is a philosophically-loaded statement given by Xi Jinping, proposing the Global Civilization Initiative at the CPC in Dialogue with World Political Parties High-level Meeting.

The Global Civilization Initiative, introduced by China’s President Xi Jinping, advocates for respecting the diversity of civilizations, highlighting common values, emphasizing the importance of cultural inheritance and innovation and promoting international people-to-people exchanges and cooperation. The initiative aims to foster unity in diversity by integrating different cultures and heritages. It aligns with the idea that sustainable development involves the interconnectedness of cultural heritage, tourism, livelihood and overall societal progress.

The concept of the Global Civilization Initiative (GCI) for sustainable development has gained significant attention in recent years, with China’s Belt and Road Initiative (BRI) and the Global Civilization Initiative (GCI) being notable examples. These initiatives aim to promote harmonious coexistence, mutual benefit and the integration of diverse cultures and heritages as crucial elements of sustainable development.

China’s BRI, often referred to as the biggest development project of the 21st century, encompasses various sectors of the economy. It emphasizes the principle of harmonious coexistence and mutual benefit with the goal of fostering cooperation and development among participating countries. The BRI recognizes the importance of cultural diversity and heritage as integral components of global civilization initiatives.

In addition to China’s initiatives, there have been other global civilizational initiatives throughout history. The Alliance for Cultural Heritage in Asia, Japan’s efforts in reshaping global heritage policy in the 1990s, the Nara Convention of 1994 focusing on cultural preservation, and the Silk Road project exemplify endeavors to connect the past, present and future through culture and heritage. These initiatives recognize the interlinkage between cultural heritage, tourism, livelihood and sustainable development.

The context of these initiatives is grounded in a civilizational perspective. President Xi Jinping’s announcement of the Global Civilization Initiative underscores the importance of international cooperation and reflects the tradition of leaders promoting concepts that offer appealing rhetoric while ultimately benefiting their own countries. The GCI asserts that peace, development, equity, justice, democracy and freedom are universal aspirations. It emphasizes the need for countries to appreciate the diverse values of different civilizations and avoid imposing their ideologies or values on others, fostering ideological confrontation. China’s vision for building a shared future for mankind demonstrates their commitment to seeking common ground and reserving differences, promoting progress on a global scale.

The Global Civilization Initiative aligns closely with the sustainable development goals set by the United Nations. The protection and preservation of cultural heritage are crucial in achieving these goals. By recognizing the significance of cultural diversity and promoting international cooperation and exchanges, these initiatives contribute to sustainable development efforts worldwide.

Global Civilizational Initiatives (GCI) represent a new approach to international cooperation that is influenced by socialism with Chinese characteristics. In this analysis, we will examine how GCI aligns with certain principles associated with socialism and how it aims to counter the dominance of capitalist forces in global affairs. Furthermore, we will explore the notion that GCI promotes plurality, diversity and dignity among nations, thereby challenging the imposition of ideas and the exploitation of communities and resources.

The GCI framework emphasizes the idea that “common aspirations” are relative and should not be imposed on others. This approach is consistent with the principles of socialism which prioritize equality and reject the imposition of one set of values or models on diverse societies. By acknowledging the relativity of aspirations, GCI encourages mutual respect and cooperation among nations fostering an environment that promotes inclusivity and diversity.

One of the key motivations behind GCI is to counter the rising tide of capitalism and challenge the domination of a few ideas over many others. Capitalist forces often promote their interests and ideologies, leading to the exploitation of communities and their resources. GCI seeks to provide an alternative platform that champions equitable development, social justice and sustainable practices, countering the perceived negative consequences of unbridled capitalism.

GCI initiatives aim to pave the way towards a more pluralistic and diverse global landscape. By advocating for the rejection of imposed values and models, GCI supports the right of nations to determine their development paths based on their unique historical, cultural and socio-economic circumstances. This commitment to self-determination and respect for diversity ultimately contributes to the preservation and enhancement of human dignity on a global scale.

Imposing ideas on others can be seen as a form of intellectual and cultural colonization which often leads to the exploitation of communities and their resources. GCI’s rejection of such imposition aligns with the principles of socialism which condemn the exploitation of labour and resources for the benefit of a few. By promoting equitable cooperation and shared benefits, GCI seeks to mitigate the power imbalances that perpetuate exploitation and foster a more just and inclusive world order.

Global Civilizational Initiatives (GCI) reflect certain elements of socialism with Chinese characteristics in the 21st century. By advocating for relative common aspirations, challenging capitalist forces, promoting plurality and diversity and opposing the imposition of ideas, GCI aims to counteract the dominance of a few over many and promote a more equitable and inclusive global society. By emphasizing cooperation and respect for diverse development paths, GCI seeks to create a world that upholds the dignity and well-being of all human beings.

China’s Belt and Road Initiative and GCI play a vital role in promoting sustainable development. By emphasizing the integration of diverse cultures, respecting heritage and boosting international cooperation, these initiatives contribute to a shared future for humanity.
