Sub-committee of Punjab Assembly met to review former RPO Gujranwala Tariq Abbas Qureshi’s corruption and irregularities amounting to millions of rupees by setting up illegal housing scheme “Guardians Valley”. Committee members expressed outrage over the report presented in the meeting chaired by Convener Provincial Minister Syed Yawar Abbas Bukhari. The committee was of the view that the report presented was not prepared as directed by the committee. Provincial Minister Syed Yawar Abbas Bukhari in Assembly demanded the RPO Gujranwala and DC Sialkot to submit satisfactory report within 10 days before Assembly Special Committee No. 10.
It is worth mentioning here that a meeting of the sub-committee of Special Committee No. 10 of the Punjab Assembly was held under the chairmanship of Convener Provincial Minister Syed Yawar Abbas Bukhari in the recent past. That meeting was attended by members of Assembly Nawabzada Wasim Khan Badozai, Syed Hassan Murtaza, Mohammad Arshad Malik, DG Parliamentary Affairs Punjab Assembly Inayatullah Luck, Additional IG Police, former RPO Gujranwala, AC Daska and representatives of Home Department. Former RPO Gujranwala Tariq Abbas Qureshi and DC Sialkot have been directed to submit a report in the Punjab Assembly on the illegal housing scheme for police department employees / officers as per the decision of the committee meeting on March 3, 2020.
It was observed that according to the records of DC Sialkot and AC Daska, the DC rate of agricultural land is Rs.1.6 million per acre. Whereas plots in the said scheme was sold to police employees at the rate of Rs. 11.2 million per acre which was injustice and oppression with poor employees. Former RPO Gujranwala Tariq Abbas Qureshi and AC Daska presented a report on housing scheme for police personnel by DC Sialkot which was declared unsatisfactory by the committee. The members of the committee expressed their displeasure and said that the reports were not prepared as per the instructions of the committee of the assembly.
The committee members directed the former RPO Gujranwala and DC Sialkot to inform the Assembly within 10 days to provide the certificate of verification of the Soil Investigation Report for the housing scheme with the Pakistan Council of Architecture and Town Planners.
The committee also sought report from RPO and DC Gujranwala to submit a report on the personal assets of the developer of the scheme. The committee should be informed whether the developer’s firm / co-operative scheme is registered or not. The committee inquired whether the developer had made a formal application for the scheme and whether it had been approved by the Pakistan Engineering Council.
The committee should be informed about the total area of the housing scheme and who are the shareholders along with Landlord Shah Nawaz. Scheme advertisement, electricity, street light plan, solid waste management plan, mortgage plan and bank guarantee documents should also be provided. The committee should also be informed how many plots out of 533 plots of the scheme have been sold so far. What will be the rate per marla for employees after development?
The committee also asked that the space allotted for the police post in the housing scheme will be from 29 acres of land or separately as per MOU. What will be the cost estimate? And from which head will this payment be made? How much land has been allocated for schools, hospitals, cemeteries, parks, drainage and other basic necessities in the housing scheme?
It should be noted that in recent days, Prime Minister Imran Khan has also hinted that strict measures should be taken against illegal schemes.
