ISLAMABAD – The Pakistan Telecommunication Authority (PTA) has implemented minimum balance validity period of one hundred and eighty (180) days for recharge / balance for all Cellular Mobile Operators with effect from 1st October, 2026.
It has taken the decision in exercise of its mandate to protect consumer interest and promote the availability of affordable telecommunication services.
Furthermore, any expired balance shall automatically be reinstated and become usable upon performing a subsequent recharge during the active life of the SIM as per Telecom Consumers Protection Regulations.

Earlier this month, PTA, Zonal Office Gilgit, in close coordination with the National Cyber Crime Investigation Agency (NCCIA), Gilgit, conducted a successful raid against an illegal setup involved in the recharging of mobile balance through illegally issued SIMs at residential premises located behind NLI Market, Gilgit.
Following information regarding the misuse of SIMs for the remote recharging of mobile accounts to exploit the tax-exempt status of Gilgit-Baltistan, the raid was conducted. Such illegal activity not only undermines the regulatory framework governing the issuance and use of SIMs but also results in significant revenue losses to the government and the public exchequer.
During the raid, one suspect was apprehended, while 75 mobile phones and 600 active SIMs were recovered and taken into custody as evidence. The NCCIA has registered an FIR and is conducting further investigation into the matter in accordance with the law.
The action forms part of PTA’s ongoing efforts, in coordination with relevant law-enforcement agencies, to curb the illegal issuance and misuse of SIMs, prevent tax evasion, and protect the integrity of the country’s telecom infrastructure. PTA remains committed to taking strict action against individuals and entities involved in unlawful telecom activities.
