LHC issues notices to Punjab govt on plea against killing of stray dogs

LAHORE – The Lahore High Court (LHC) on Monday took up a petition challenging the killing of stray dogs through firing and poisoning and issued notices to the Punjab government and other relevant authorities and seeking their responses on the matter.

A LHC judge directed notices to the Punjab government, Secretary Livestock, Secretary Local Government and other relevant officials, and asked them to submit written replies explaining the legal basis and safety measures, if any, behind such operations.

According to the petitioner, ongoing campaigns carried out in the name of controlling the stray dog population have not only raised serious animal welfare concerns but have also endangered human lives. The petition stated that the use of gunfire and toxic substances in populated and residential areas poses grave risks to citizens, particularly children, pedestrians, and motorists.

The petitioner argued that indiscriminate firing and poisoning could lead to accidental injuries, fatalities, and public panic, while also creating environmental hazards. It was further maintained that such practices are in violation of fundamental rights guaranteed under the Constitution, including the right to life and a safe environment.

Highlighting international standards and humane practices, the petitioner urged the court to restrain the authorities from continuing the existing methods of killing stray dogs.

Instead, the court was asked to direct the Punjab government to adopt a sustainable and humane policy focused on vaccination and neutering of stray animals.

The petitioner emphasised that vaccination campaigns could effectively prevent the spread of rabies while neutering programmes would help control the stray dog population over time without resorting to violent measures. It also stressed the need for proper planning, public awareness and coordination among relevant departments to ensure public safety and animal welfare.

After hearing the preliminary arguments, the court issued notices to the respondents and adjourned the hearing to a later date for further proceedings.
