ISLAMABAD – Bill for 27th Constitutional Amendment was tabled before Senate today and subsequently referred to standing committees, with major changes in judiciary and armed forces.
Law Minister Senator Azam Nazeer Tarar revealed that 27th Constitutional Amendment proposes introduction of prestigious titles of Marshal of Air Force and Marshal of the Naval Force. Importantly, power to grant these exalted titles will rest with Parliament, not Prime Minister, marking a major shift in the country’s military protocol.
He announced that current Chairman of the Joint Chiefs of Staff Committee, General Sahir Shamshad Mirza, will retire on November 27, 2025, and the post itself will be abolished from that date, signaling a major restructuring of Pakistan’s top military hierarchy.
Speaking in Senate, Minister Tarar strsssed that rank and title of Field Marshal will receive constitutional protection, and Parliament alone will hold the authority to revoke it. The groundbreaking amendment also outlines that the Army Chief will simultaneously serve as the Chief of Defense Forces, consolidating key military leadership positions.
Tarar clarified that “Field Marshal is a title and rank, while Army Chief is a constitutional post with a tenure of five years. Army Chief will take on the responsibilities of the Chief of Defense Forces, he said.
This historic move marks a constitutional and military first for Pakistan, reshaping the nation’s defense leadership framework and ensuring Parliamentary oversight over the highest military honors.
