Sindh Chief Minister Syed Murad Ali Shah has issued comprehensive directives to provincial departments for preparing the Annual Development Program (ADP) for 2025-26. The guidelines focus on strategic, inclusive development aimed at post-flood recovery, socio-economic progress, and alignment with national and global priorities, including the Sustainable Development Goals (SDGs).
Emphasizing continuity, the Chief Minister urged departments to build on the current 2024-25 ADP while addressing infrastructure restoration needs following the devastating 2022 floods. “Planning must reflect the current realities, particularly in post-disaster recovery and mitigating inflation’s impact on vulnerable communities,” he stated. The priority areas outlined in the directives include: Restoration of resilient infrastructure. Enhancing healthcare and education services. Implementing climate-smart strategies in agriculture and irrigation. To ensure efficiency, the departments are required to complete the approval process for new projects by March 31, 2025.
Shah stressed that 80% of the development budget must be allocated to ongoing projects to maintain financial discipline and avoid cost escalations. The Chief Minister also highlighted the importance of public-private partnerships (PPP) to introduce innovative solutions and address financial constraints.
“We must ensure sustainable and impactful development that benefits the people of Sindh, especially those affected by disasters,” he emphasized. Minister for Planning & Development Syed Nasir Hussain Shah has been tasked with disseminating the guidelines and ensuring their implementation.
