ISLAMABAD — A sigh of relief for Federal Government employees and pensioners, as the Ministry of National Health Services, Regulations and Coordination formally clarified that treatment obtained at the Rawalpindi Institute of Cardiology (RIC) is admissible for medical reimbursement under the applicable Federal Services Medical Attendance Rules.
The clarification will provide financial relief to federal employees requiring cardiac treatment and cardiac interventions at RIC, Rawalpindi, one of the country’s specialized public-sector cardiac care institutions.
According to an official letter issued by the Ministry on September 29, 2026, the Rawalpindi Institute of Cardiology is a specialized public-sector tertiary-care hospital established by the Government. The Ministry has therefore recognized treatment obtained there as treatment from an authorized medical facility under the applicable Federal Services Medical Attendance Rules.
Ministry made it clear that a Federal Government Servant (FGS) may submit a medical reimbursement claim for treatment obtained at RIC in cases involving cardiac intervention. This clarification is particularly significant because cardiac procedures and interventions can involve substantial medical expenses, placing a heavy financial burden on government employees and their families.
With Ministry’s clarification, eligible federal employees can seek treatment at RIC and submit their medical reimbursement claims in accordance with the applicable rules and procedures. Ministry also settled an important issue concerning medical reimbursement claims of federal pensioners.
It has categorically clarified that a pensioner’s medical reimbursement claim will be processed by the same department or office from which his or her pension papers were signed. This removes uncertainty regarding which government office is responsible for processing medical reimbursement claims submitted by pensioners.
By formally recognizing treatment at Rawalpindi Institute of Cardiology as treatment obtained from an authorized medical facility, the Ministry has provided a clear regulatory basis for eligible medical reimbursement claims relating to cardiac treatment at the institution.
