ISLAMABAD – Illegal construction at one of Rawalpindi housing scheme came under fire as RDA moved in with demolition and enforcement operation, clearing unauthorized shops and structures while sealing a commercial building raised on a residential plot.
The latest operation targeted Abad Cooperative Housing Scheme, where RDA Enforcement Squad demolished unauthorized structures, removed shops built on green strips and sealed an under-construction commercial building raised on a residential plot.
The operation was carried out on the directions of Rawalpindi Division Commissioner and RDA Director General Salman Ghani. During the operation, RDA officials dismantled curbstones and a gate installed at the authority-owned Community Centre.
The enforcement team also removed shops that developers had constructed over designated green strips, finding the construction inconsistent with the approved Layout Plan (LOP). An under-construction commercial building on a plot meant for residential use was sealed by the authority.
The operation was led by Enforcement In-charge Malik Ghazanfar, with officials from planning, building control, metropolitan planning and enforcement departments taking part.
Officials directed developers and property owners to strictly adhere to approved layouts, building regulations and other applicable laws. He warned that encroachments over green areas, unauthorized commercial activity and deviations from sanctioned plans could trigger legal action.

Older RDA flagged schemes under categories relating to illegal housing developments. Among the names appearing in those records are:

- City Model Town — Khasala Kalan, Adyala Road

RDA has also issued public notices concerning illegal private housing schemes and land subdivisions that were found to have ceased operating or were closed at site.
The latest operation reinforces a growing concern for prospective property buyers: a housing scheme’s name, marketing campaign or presence on the ground does not by itself establish legal approval.
