On the directions of Chairman Capital Development Authority (CDA), new standard operating procedure (SOP) has been issued to streamline the official work in its Human Resource Development Directorate.
According to new SOPs all officers / officials have to dispose off / process the file within minimum two working days and maximum three working days positively, otherwise disciplinary action will be taken against the delinquent officer / officials.
These SOPs have been introduced in connection with Authority’s efforts to bring discipline in all administrative spheres.
Similarly, the issue of un-authorized movement of files violating the proper channels has been addressed as in future case files will be processed through proper channels by the concerned formations.
Furthermore, no file will be moved through / un-authorized person / employees including staff of HRD Directorate by hand. Procedure of diary / dispatch strictly followed. It has also been ensured that all nature of leaves i.e Ex-Pakistan leave, which were granted from the date of availing and till date not availed have been cancelled/ withdrawn with immediate effect and such leave will be allowed sanctioned in future, clearly specifying the date from which leave will start and end.
According to newly approved SOPs posting transfer proposals / cases shall only be initiated on the directions of the competent authority.
Meanwhile CDA has started construction activities amid smart lock-down. Construction activities for Arch Type Overhead Pedestrian bridge spanning over constitution avenue in front of Pak Secretariat resumed on Sunday. The work was awarded to Heavy Mechanical Complex with a cost of Rs. 39 Million. Length of the bridge is 50 metres. Manufacturing of steel bridge was started by HMC which was later on, haulted due to Covid -19 spread and subsequent lock-down. Now, in line with the smart lock-down policy of the government, CDA decided to resume the construction activities that had been stopped. In this context, SOPs concerning precautionary measures to be adopted against spread of Corona Virus have also been given which shall be ensured on all construction sites.
Above pedestrian bridge is the first to start and shall be completed in a month period. Structure of the bridge has been fabricated at HMC’s workshop and is ready for installation once foundation are laid.
HMC has mobilized at site for civil works including excavation and foundation laying.
