Governance imperative

 

INTERIOR Minister Mohsin Naqvi’s assertion that Pakistan’s existing governance system has failed to meet the country’s growing challenges, coupled with his call for administrative reforms, including the creation of new administrative units, has triggered an important discussion. Whether one agrees with his assessment or not, the issue of improving governance deserves serious attention, as it directly affects the state’s ability to deliver services, ensure development and maintain stability.

Addressing a news conference, DG ISPR Lt Gen Ahmed Sharif Chaudhry also stated that if good governance requires an administrative reset, it should be undertaken. He underscored that good governance is extremely important for Pakistan’s security. His remarks merit careful consideration. Lasting security cannot be achieved through kinetic measures alone. Strong institutions, efficient administration, effective implementation of policies and responsive governance are equally essential. As the DG ISPR rightly pointed out, most objectives of the National Action Plan ultimately depend upon sound governance. Equally significant was his emphasis that any administrative restructuring must be carried out strictly through constitutional and legal means and in accordance with the will of the people. This is the only prudent way forward. Reforms of such magnitude should neither be imposed nor politicized. Instead, they should emerge through democratic consultation and broad-based consensus. A meaningful national dialogue is, therefore, essential. Parliament should take the lead in deliberating this important issue, while an All Parties Conference could help build political consensus. Constitutional experts, provincial stakeholders, academia and civil society should also contribute to the debate. There will inevitably be voices both in favour of and against creating new administrative units, but ultimately the collective will of the people, expressed through constitutional processes, must prevail. At the same time, the importance of an effective local government system must not be overlooked. Empowering local governments can improve administrative efficiency and address people’s problems at the grassroots level. Whatever course is adopted should strengthen national cohesion, improve governance and move Pakistan forward, rather than creating new divisions.
