ISLAMABAD – Federal Investigation Agency (FIA), in coordination with the Human Organ Transplant Authority (HOTA), busted a network involved in collection, processing, and commercial export of human placenta from federal capital.
The operation, conducted at two locations in Islamabad, led to the arrest of three Chinese nationals and four Pakistani suspects, while authorities recovered a large quantity of fresh, dried, and processed human placenta, along with other suspected human organs and tissues stored in refrigerators and containers.

According to HOTA, the authority received credible intelligence in the early hours of June 24, 2026, that a house in Sector F-7/1 was being used for the illegal commercial processing of human tissues. Acting on the tip-off, a joint team of FIA’s Corporate Crime Circle (CCC) and HOTA officials raided the premises.
Investigators said the property, outwardly appearing to be an ordinary residence, had allegedly been converted into an unauthorized processing facility where human placenta was collected, preserved, dried, packaged, and prepared for commercial distribution.
During the raid, officials detained Li Gangcai, Wang Bao, Peng Fei Guo, Muhammad Waqas, and Qasim Hanif, who investigators allege were directly involved in the operation. Authorities claim the placenta was being sourced from hospitals in Peshawar, Rawalpindi, and Lahore before being transported to Islamabad for processing.
According to the initial investigation, the processed placenta was allegedly disguised as sheep organs and prepared for export to Vietnam and other countries, where investigators suspect it was intended for use in the pharmaceutical industry.
To establish the nature of the recovered material, law enforcement has sent samples to Pakistan Institute of Medical Sciences (PIMS) for forensic and medical examination. The investigation widened when, during the raid, another Chinese national, Liu Yanghao, arrived at the property and identified himself as a friend of one of the detained suspects.
Officials said that during interrogation, suspect Wang Bao disclosed another location in Sector E-11, Islamabad, allegedly linked to the same network. A second raid was immediately launched at the E-11 premises, where investigators recovered multiple refrigerators and storage containers allegedly containing a substantial quantity of human organs and tissues. Two Pakistani workers, Ajmad Iqbal and Muhammad Nasir, were also taken into custody from the site.
HOTA, which functions under the Ministry of National Health Services, Regulations and Coordination, has requested the FIA to register a criminal case under Sections 9 and 11 of the Human Organs and Tissues Transplantation Act, 2010, along with any other applicable provisions of law.
The authority has also called for a comprehensive investigation to identify every individual connected to what officials describe as an alleged organized network involved in the illegal trade of human organs and tissues for non-therapeutic commercial purposes.
Following approval from the Circle Incharge, the FIA Corporate Crime Circle team, headed by Assistant Director Umer Arsalan and assisted by HOTA officials, conducted coordinated searches at both Islamabad locations.
FIA investigators recovered various suspected human organs and biological tissues during the operation. Officials further allege that the Pakistani suspects acted as drivers and facilitators, assisting the Chinese nationals in the collection, transportation, and handling of the biological material.
All suspects have been shifted to an undisclosed location for further interrogation. Authorities say the investigation is continuing to determine the full scope of the alleged trafficking network, identify additional facilitators, and trace the origins and intended destinations of the recovered human tissues.
