Railways in transition

 

PAKISTAN Railways is showing signs of improvement after years of operational and financial challenges. The decision to outsource thirteen express passenger trains by December is particularly significant because it can help improve the quality, reliability and convenience of train travel. However, outsourcing should not merely be viewed as a revenue-generating measure. Its real success will depend on whether passengers receive cleaner coaches, better services, punctual trains, improved safety and a more comfortable travelling experience.

For hundreds of thousands of Pakistanis, the railway remains an important and affordable means of long-distance transportation. Private-sector participation, if properly regulated and monitored, can introduce greater efficiency and better management while allowing Pakistan Railways to focus on infrastructure, safety and system-wide improvements. The authorities must therefore ensure that the interests of passengers remain at the heart of the outsourcing process. Railways Minister Hanif Abbasi deserves appreciation for taking several important initiatives to improve the department. Efforts to make faulty coaches and wagons operational and improve facilities at railway stations besides accelerating track rehabilitation reflect an effort to address problems that have accumulated over time. The reported increase in freight earnings is also encouraging and suggests that the department can improve its financial position through better management and utilisation of its resources. Another development that deserves particular attention is the progress towards upgrading the Main Line-1 (ML-1). Modernizing this vital railway corridor is essential for transforming Pakistan’s outdated rail infrastructure. The project has already faced considerable delays and there should be no further unnecessary postponement in starting practical work on it. Pakistan cannot afford to lose more time on a project of such national importance. Upgraded infrastructure will enable Pakistan Railways to operate faster, safer and more reliable trains, reduce travelling time and improve connectivity between major cities and economic centres. It can also make rail transport more attractive for both passengers and freight.
