ISLAMABAD – The Capital Development Authority (CDA) has approved an allocation of Rs42.979 billion for new development projects in Islamabad under its Annual Works Programme (A.W.P.) 2026-27, according to an official notification issued by its Finance Wing.
The notification, dated September 7, 2026, stated that the amount has been placed at the disposal of the Member Road & Bridges, subject to approval of the Notice Inviting Tender (NIT) and Technical Sanction (TS) by the competent authority.
The CDA has directed the concerned formations to incur expenditure in accordance with approved agreements and after observing applicable PPRA rules, regulations, SOPs, financial and management instructions and other codal formalities.
List of Projects
Among the new projects listed in the notification is the 11th Avenue project connecting Iran Avenue and Srinagar Highway, for which Rs3 billion has been allocated.
Another major road project involves the widening and rehabilitation of the Islamabad Expressway Service Road (East) from Faizabad to Gulberg, with an allocation of Rs1.443 billion.
The development of Sector C-14 also features prominently in the programme.
The CDA has allocated Rs100 million for shopping centres and the Markaz, Rs200 million for two overhead and underground tanks, and Rs50 million for the construction of five RCC box culverts and nullah turning.
The programme also includes Rs50 million each for the development of service roads in Sector I-12 and a link road from the north to I-12.
For power infrastructure, Rs166 million has been earmarked for the installation of two 31.5/40 MVA power transformers at the Sector I-11 Grid Station and laying feeder lines up to Sector I-12. A further Rs368 million has been allocated for external electrification from the I-11 grid station to PHA flats in Sector I-12.
A significant allocation of Rs2 billion has been made for construction of vehicular roads, along with drainage, water supply and sanitary sewerage systems in Sub-Sector E-12/4.
The CDA has also allocated Rs200 million for development of the E-12 Markaz and Rs100 million for remaining works on main and service roads, drainage, water supply and sanitary sewerage systems in Sectors E-12/1, E-12/2 and E-12/3.
The notification further places responsibility for expenditure, pre-audit and audit on the concerned division, office or formation.
It directs the relevant authorities to ensure that there is no duplication of payments and that prescribed pre-audit checks and procedures are strictly followed before payments are made.
The listed projects form part of the CDA’s 2026-27 Self Financing Account Annual Works Programme.
