Islamabad—Chairman Senate Standing Committee on Law and Justice, Senator Muhammad Javed Abbassi has stressed for legislation related to building codes and to adopt comprehensive strategy on it after consultation with all stakeholders.
Presiding a meeting of Senate body here on Tuesday, he said that long sessions have been held with Chief Secretaries of the provinces but it would be finalized after more discussion.
The meeting also considered the report about implementation of building code with particular reference to provisions regarding earthquake, for suggesting penal provisions, measures and mechanism regarding violation of the said code. It also discussed a public petition submitted by Ms. Zehra Bano Khan pertaining to the need for ratifying ILO Convention 177.
The meeting was attended among others by Senators Syed Muzaffar Hussain Shah, Saeed Ghani, Nawabzada Saifullah Magsi, Special Assistant to Prime Minister Barrister Zafar Ullah Khan, Javed Saleem from Pakistan Engineering Council, Chief Draftsman Sheikh Sarfraz and other senior officials.
Regarding the building codes, the meeting was informed that two separate drafts of town planners and Engineering Council have been approved while Ministry of Science and Technology has been awarded the ownership.
The meeting observed that there are no building codes even in Islamabad and buildings collapsed here at sector F-10 during earthquake in 2005 due to absence of any law. The meeting decided to form sub-committee for forwarding further practicable suggestions about building codes which will include Senators Barrister Saif, Saeed Ghani and Ayesha Farooq.
Barrister Zafar Ullah Khan said there is need for improvement in building codes while Senator Saif Ullah Magsi observed that it is issue of local government not of provincial government.
The meeting also observed that there is need to ensure payment of proper wages to those laborers working at homes.
