Daily wages teachers move court for regularization
Islamabad—The Islamabad High Court (IHC) on Monday stayed a summary for advertising posts of teachers in the federal education department and barred the Ministry of Capital Administration & Development Division (CADD) from inducting new teachers.
Justice Aamer Farooq of the IHC while directing the Secretary CADD and DG Federal Directorate of Education (FDE) to submit reply in response to a petition filed by a number of daily wage teachers adjourned the case until September 27. Some 50 teachers in the FDE model schools and colleges have filed a petition in the court seeking regularization of their jobs. According to the petitioners, a special committee of cabinet under the then senior minister Khurshid Shah had recommended to the government to regularize all the daily wage employees including teachers in the model schools and colleges. However, the present government instead of complying with the committee’s recommendations is going to advertise posts for new teachers thus jeopardizing the daily wage teachers’ future, further says their petition. The present government’s special committee under Haseeb Athar has not included the recommendations of the previous government and has forwarded a summary to PM Office calling for new induction. The Prime Minister’s Office too has approved its recommendations, the petitioners have pleaded. They have asked the court to regularize them in the light of Khurshid Shah committee so that they could delegate their duties honorably.
It may be mentioned here that in violation of the clear instructions by the Public Accounts Committee (PAC), Capital Administration & Development Division (CADD) is set to issue termination letters to hundreds of employees including teachers on daily wages in the schools and colleges being run under the Federal Directorate of Education. Pakistan Observer has reliably learnt that the Minister of State for CADD Dr Tariq Fazal Chaudhry has failed to convince the Prime Minister’s office with regard to awarding permanent job letters to daily wage teachers and as a result the PM Office believed to agree with the Ministry of Finance’s proposal to send these hapless employees packing. On the other hand a number of daily wage employees still hoping against hope are waiting for their joining letters as promised by the successive governments since Pervez Musharraf times.
“CADD Ministry only for formality’s sake has prepared a plan of conducting written tests and interviews and under the cover of that process will dismiss daily wage employees en bloc,” revealed an official of the CADD Ministry. The daily wage employees’ sufferings have multiplied as a result of the perpetual disinterest by the CADD ministry and secretaries. Prime Minister Office has not been conveyed the real story while the CADD Minister has made it his personal ego and bent upon recruiting fresh teachers.
After Maryam Nawaz Sharif’s interest and directions for filling in the vacant posts in the capital’s schools, the Capital Administration and Development Division (CADD) had decided to recruit teachers, especially science teachers, for the government educational institutions in the Islamabad Capital Territory, said an official of the FDE. The decision comes in light of the prime minister’s orders to lift the ban on fresh recruitment of teachers due to serious shortage of teaching staff at Islamabad’s educational institutions.
