CADD set to lay off daily-wage teachers, employees in FDE schools

Islamabad—In violation of the clear instructions by the Public Accounts Committee (PAC), Capital Administration & Development Division (CADD) is set to issue termination letters to hundreds of employees including teachers on daily wages in the schools and colleges being run under the Federal Directorate of Education. Pakistan Observer has reliably learnt that the Minister of State for CADD Dr Tariq Fazal Chaudhry has failed to convince the Prime Minister’s office with regarding to awarding permanent job letters to daily wage teachers and as a result the PM Office is going to agree with the Ministry of Finance’s proposal of send these hapless employees packing. On the other hand a number of daily wage employees still hoping against hope are waiting for their joining letters as promised by the successive governments since Pervez Musharraf times.
“CADD Ministry only for formality’s sake has prepared a plan of conducting written tests and interviews and under the cover of that process will dismiss daily wage employees en bloc,” revealed an official of the CADD Ministry. The daily wage employees suffering has multiplied as a result of the perpetual disinterest by the CADD ministry and secretaries. Prime Minister Office has not been conveyed the real story while the CADD Minister has made it his personal ego and bent upon recruiting fresh teachers.
After Maryam Nawaz Sharif’s interest and directions for filling in the vacant posts in the capital’s schools, the Capital Administration and Development Division (CADD) had decided to recruit teachers, especially science teachers, for the government educational institutions in the Islamabad Capital Territory, said an official of the FDE. The decision comes in light of the prime minister’s orders to lift the ban on fresh recruitment of teachers due to serious shortage of teaching staff at Islamabad’s educational institutions.The recruitment process will get underway soon, said he adding through this process CADD will oversee ICT government schools and colleges. The CADD in its pursuit of fresh recruitments has failed to understand that PM Nawaz Sharif and Maryam Nawaz have never asked for disposal of daily wage teachers. The official insisted that the teachers attached to the FDE schools and colleges on daily wage basis would be preferred for the recruitment in question. It may be mentioned the daily-wage teachers of ICT schools have long been protesting for the regularization of services prompting the relevant authorities to come up with different proposals of late to address the issue once and for all. However, decision on these proposals has yet to be made.
It may be mentioned that the daily wage teachers have recently been protesting for their salaries and it was on the Chairman Standing Committee on Cabinet Secretariat Rana Muhammad Hayat Khan’s directions they were paid. Secretary Capital Administration and Development Division (CADD) Hasan Iqbal had told the committee the summary with a clearly spelled out criteria to regularize services of teachers by dividing them into three categories, would be sent to the Prime Minister Muhammad Nawaz Sharif for approval soon. Office bearers of daily wage teachers/employees association of Islamabad have appealed to Maryam Nawaz and PM Nawaz Sharif to sympathetically take up their case and regularize on their posts.
