Award of contract
Islamabad—The Islamabad High Court (IHC) on Monday issued notices to the Directorate General of Immigration and Passport (DGIP) and the Ministry of Interior on a petition filed against the award of contract for providing security laminates for Machine Readable Passport (MRP).
The petition was filed by Iman Group after it was declared unsuccessful in the bidding process. The DGIP selected a firm Reliance International for provision of the said contract. The petitioner company through their counsel Raja Inam Amin Minhas adopted before the court that Reliance International won the contract through un-fair means.
The Chief Executive Officer of Reliance International through his personal contacts modified the tender requirements by adding lab testing of some additional features, the petition alleged adding that the reason behind the modifying the tender requirements was that the Reliance International wanted to eliminate its competitors during the technical evaluation.
The petitioner has stated that the matter was raised before the relevant authorities but to no avail and ultimately Reliance International was selected for the job.
The petition requested the court to declare the bidding process as illegal and direct the authorities concerned to commence the process afresh.
Justice Miangul Hassan Aurangzeb heard the preliminary arguments of the petitioner and sought reply from the DGIP, M/s Reliance International and other respondents within a fortnight.
