China close to achieve goal of poverty alleviation; Beijing wears festive look as city hosts 19th National Congress
Promises made at the time of 18th National Congress back in 2012, are in harvest stage and today, Chinese people are richer, more prosperous than they were five years ago. Besides, drive against corruption and corrupt officials as promised by Secretary General of the Communist Party of China (CPC) and President of the country, has yielded results and 1.34 million officials of lower and higher rank have been either sacked or jailed or punished. Similarly, Xi’s vision of innovation and openness has also succeeded and economy of the country is resilient with steady upward growth and per capita income has jumped to US$7,000. In 2013 it was US$5,000. After introduction of reforms in the country’s economic system, it has been made possible to generate 13 million jobs annually and goal of poverty elimination by 2020 is in full bloom.
These are some of the figures shared by senior official of the Communist Party of China (CPC), Spokesperson for the National Congress and Deputy Head of the Publicity Department of the CPC Central Committee Mr Tuo Zhen with media persons here at the Great Hall of China, Tuesday on the eve of the 19th National Congress of the party taking place today (Wednesday). Some 2,280 party delegates representing 90million of CPC members will participate in the National Congress beginning today to deliberate and devise new policies for the next five years under the leadership of General Secretary Xi Jinping.
He said 19th National Congress of the CPC takes stock of all the important internal and external issues related to economy, politics, geo political situation, poverty, corruption, education, health, social welfare, medical care of highest standards, science, technology, agriculture, in short all the possible fields that are related with human field. The National Congress will last for seven days, he said, from October 18 to October 24. Extending his warm welcome to some 1818 journalists from 134 countries of the world, Tuo Zhen said the congress is meeting after five years, at a time when China is striving to clinch final victory in building a society of moderate prosperity in all respects, and the development of socialism with Chinese characteristics has entered a crucial period.
This time, he said, Congress will uphold the banner of socialism with Chinese characteristics. Under the guidance of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping’ Theory, Congress will apply the principles from General Secretary Xi Jinping’s major addresses and the Party’s Central Committee’s new vision, thinking and strategies for the governance of China.
According to Mr Tuo Zhen, the Congress will formulate a programme of action and major policies and principles tailored to the needs of the times and set out overall strategic plans and their implementing steps for the cause of the Party and the country. The 19th National Congress will gave final approval of the Political Report which has been under constant review and is finally recommended by all segments of society right from the grass root level to the top hierarchy of the Party.
Tuo Zhen told the media that another important task of the 19th National Congress was to amend the Party Constitution. It is an established practice, he said, of the party to amend the Party Constitution at its national congress in response to the innovations in theory and development in practice. Experience has shown that making appropriate amendments to the Party Constitution in line with new developments and tasks can help every member of the Party better understand, abide by, apply and uphold the Party Constitution and enable the constitution to better guide and regulate the Party’s work and Party building.
Tuo Zhen made it clear that upon conclusion of the 19th Party Congress, the elected 19th Central Committee and 19th Central Commission for Discipline Inspection will hold their first plenary sessions to elect their new leading bodies. And upon final conclusion of the plenary sessions of new central Committee, members of the Standing Committee of its Political Bureau will meet Chinese and foreign reporters, he said.
At the end of the press conference questions were asked and journalists asked about the General Secretary’s vision of shared progress and progress with the nations of the world. Meanwhile, Beijing’s roads and market-cross especially the historic Tiananmen Square gave a festive look as people are pinning great hopes in the forthcoming National Congress today. Roads are cleaned, shopping malls and banks, universities and business centres are lit, decorated with flowers as the residents believe something good and promising is going to emerge from the 19th National Congress of the CPC.
