Hearing the suo moto case on miserable condition in jails and maladministration in police stations the Hon’ble Chief Justice of Pakistan praised the performance of the Federal Ombudsman Mr. M. Salman Faruqui.
Appreciating the reports prepared on jail and police station reforms, the Hon’ble Chief Justice remarked that few institutions and persons in the country were working with zeal and commitment and this hearing has been held to recognize the services of the Federal Ombudsman. It may be recalled that two committees one on prison reforms and the other on reforms in police stations had been constituted by Mr. M. Salman Faruqui in pursuance of the Hon’ble Supreme Court’s directive and reports on the subjects have been submitted to the Apex Court. Two committees on Prisons were headed by former Law Minister Mr. S. M. Zafar and former President Supreme Court Bar Association Ms Asma Jahangir. The committee on Police Stations was headed by Mr. Abbas Khan, former Federal Secretary and Inspector of General of Police Punjab and KPK.
The Hon’ble Chief Justice expressed his displeasure at the working of police stations and emphasized the need for reforming the stations. In this connection he appreciated the recommendations made in the Report on police stations reforms and emphasized implementation of the recommendations by concerned provincial and federal authorities.
The report recommended that provincial governments should constitute and notify District Committees headed by District & Session Judge and heads of local administration and Representatives of Provincial Mohtasib should be part of the committee to monitor the policing in districts and abusing of authority in police stations.
The committee also recommended a new method of registration of FIRs on the pattern of KPK police. It is also recommended that the person lodging false FIR should be awarded 05 year imprisonment. No arrest is made by police without due deliberation by the senior police station officers and SHO would be accountable for misusing his authority. The committee recommended the upgradation of position of SHO as ASP of BS-17. The committee further recommended the induction of educated and properly trained officers in the police stations. Tenure of postings in the police station should be fixed for 2 years.
The committee also recommended the posting of adequate lady police officers in the police stations. The committee recommended allocation of non- transferable budget for the operation purposes of the police station.
The committee strictly banned the collection of “Off-the- ground” fund. The committee also recommended the provision of Forensic Services on the pattern of Punjab and establishment of specialized Investigation Centers. The committee strictly recommended the career planning and provision of housing, transport and medical facilities to the police station staff. To ensure transparency in all matters i.e. recommended installation of CCTV cameras in reporting, investigation rooms, lockups and police mobile vans and all working of the police stations must be computerized.
