Interior Ministry notifies Islamabad Metropolitan Corporation
Islamabad—The federal government on Tuesday formally issued a notification with which the first Islamabad Metropolitan Corporation (IMC) came into being simultaneously. Mr Arif Tahseen, Section Officer (ICT-III) on Tuesday issued the much-awaited notification with the consent of the Interior Minister Ch Nisar Ali Khan. According to the notification, “In exercise of the powers conferred by sub-section (3) of Section 1 of the Islamabad Capital Territory’s Local Government Act, 2015 (X of 2015), the Federal Government is pleased to appoint the 15th day of June 2016, to be the date on which the said Act shall come into force, except its provisions already invoked which shall be deemed to have come into force from the date they were invoked for the first time.”
Constitution of the IMC is seen by majority of the residents of the federal capital as the first step towards empowerment of the people of Islamabad and also realization of the dream of devolution of power to the grass root level. In its over-50-year history, administration of Islamabad will be run by the people’s own representatives rather than by stiff-necked bureaucrats. Now governance would improve and civic and administrative matters would be better taken care of, they said. This will be the real test of Shaikh Ansar Aziz, Mayor of Islamabad and his team to provide a hazard-free and joyful living to the dwellers of the federal capital.
However, those who felt relieved more than others upon issuance of the notification were local government representatives to hear the news that they had obtained their powers and departments finally.
According to local government affairs experts, the Ministry of Interior by notifying the Metropolitan Corporation, has given full administrative control of 23 CDA and three ICT departments to IMC Mayor and his team and now they will be running the show. Among the departments that have come full under the umbrella of IMC include Directorate of Health Services, Rescue 1122, the district municipal authority, sports and culture, CDA hospital and school, security, IT management, Bulk Water Management, water supply directorate, sewerage treatment plant, machinery pool organisation, environment (east and west), sanitation, electrical and mechanical departments .
Besides, the corporation will also have partial control over 20 departments, including human resource department (I and II) law and labour relations, maintenance, parks directorates and enforcement. A copy of the the notification has been distributed to Secretary to President, “Aiwan-e-Sadr,” Secretary to Prime Minister, “Prime Minister’s Office,” Chief Election Commissioner, Registrar Supreme Court of Pakistan, Registrar Islamabad High Court, Auditor General of Pakistan, AGPR office, Secretaries/Additional Secretaries/In Charge of all Ministries, Divisions, Secretary National Assembly of Pakistan, Secretary Senate, Secretary CADD< Chief Commissioner, Chief Secretaries of all the provinces, DG, ISI, Chairman CDA, Manager State Bank of Pakistan, Secretary Wafaqi Mohtasib, Secretary Wafaqi Tax Ombudsperson and a number of secretaries and departments of the Interior Ministry .
