Capital Master Plan requires modifications: Dr. Fazal

Islamabad—Keeping in view demands of the Federal Capital, there is a need to bring changes in its Master Plan, said State Minister for Capital Administration and Development Division Dr. Tariq Fazal Chaudhary on Thursday. Winding up debate in the Senate on motion regarding construction of high rise buildings in Sector E-11, without obtaining NOC/permission from CDA, the minister said rules were being framed to regularize those housing societies which had already been developed.
He said notices have also been issued to owners of illegal high-rise buildings in Sector E-11. He said the Capital Development Authority (CDA) had divided Islamabad in five zones under the master plan and zone 1 is for various sectors. The CDA was the owner of E-11 sector, he added.
He said Golra revenue state was owned by people and exempted from CDA by laws. The minister said some parts of Sectors- E-11, E-12, F-11 and F-12 were also affecting due to Golra State.
He said as people were owners of the Golra State so high-rise buildings were being built. He said some housing societies have also obtained NOCs from CDA after acquiring lands in E-11. However, the CDA cancelled some NOCs of such housing societies on violation of CDA’s by-laws, he added.
He said implementation on one-dish in marriages was the sole responsibility of Islamabad Capital Administration which was under the control of Ministry of Interior. Earlier, moving the motion Farhatullah Babar said multi stories buildings were being constructed in E-11 despite high court orders. He said CDA and capital administration have failed to stop illegal construction in the sector.
He demanded of the chair to refer the matter to standing committee on law and justices for detailed deliberation. Mian Attiq and Barrister Saif Ali said it seems that a strong mafia was involved in illegal construction. Baz Muhammad Khan, Mohsin Khan and Babar Awan said the matter should be referred to the committee and demanded strong action against the encroachment.
