Behavioural competencies

It is extremely painful that the retired people, who lack behavioural and professional competencies such as organizational acumen, effective communication, consultation, critical evaluation, ethical practice, leadership and navigation, employees relationship management, among others, are being repeatedly rehired to ruin the organizations.
The question is: who compels the authorities to repeatedly rehire such out of season that neither strengthen workforce nor increase effectiveness and not even promote friendly environment at workplaces.
