Relief for CADD daily wagers


FINANCE Minister, Ishaq Dar has approved immediate release of Rs 290.706m supplementary grant to Capital Administration and Development Division (CADD) for payment of salaries to Daily Wage Employees in Educational Institutions under Federal Directorate of Education. The Finance Minister accorded the approval taking compassionate view of the fact that salaries were long due and the employees were facing serious economic difficulties.
It is somewhat satisfying that government, at last, has taken a concrete step aimed at resolution of difficulties of daily wagers especially teaching staff working under Federal Directorate of Education that has not been paid for the last five months. In the first place, there was no justification at all to withhold salaries of the contract and daily wage employees when they were performing their duties as per terms of their contracts. This sort of attitude is totally against the principles of good governance and justice. However, it is good of the Finance Minister, who discussed the issue with CADD Minister Dr. Tariq Fazal Chaudhary and released funds but it is not clear whether the amount would take care of all accumulated arrears and what about future of these teachers. The last meeting of Federal Cabinet granted policy approval to address the issue of contract and daily wage employees but so far its contours have not been made public. We hope that employees especially teachers having relevant qualifications should be given preference during process for hiring of teaching staff on regular basis. If teachers are suitable enough to teach students as contractual employees then there should be no hesitation in regularising their services. However, a clear-cut policy should be formulated for hiring of staff in future and the tendency of engaging personnel against different posts just on the basis of recommendations and connections should be discouraged as it amounts to compromising the quality of service and output of government institutions.
