War without going into war

Sunday, September 23, 2012 - Interestingly the US lawmakers this year on May 18 introduced a Congressional Bill called “The World War-III Legislation” for empowering and “authorizing the President of the United States to declare World War-III – an endless war with no borders, no clear enemies, to take unilateral military action against all nations, organizations, and persons, both domestically and abroad, who are alleged to be currently or who have in the past supported or engaged in hostilities or who have provided aid in support of hostilities against the United States or any of its coalition allies.” The legislation “removes the requirement of congressional approval for the use of military force and instead gives the President totalitarian dictatorial authority to engage in any and all military actions for an indefinite period of time.” It even gives the President the authority “to launch attacks against American citizens inside the United States with no congressional oversight whatsoever.”

The world known defence observers and war experts believe that the World War-III has already been unleashed. Dr Maleeha Lodhi’s last week article in The News proves that the “reshaping of the Middle East” and especially the falling down of the Qaddafi regime in Libya are part of the war for OIL, which some call it (Oil, Israel & Libya). The fact finding mission of the US Congress has disclosed the use of depleted-uranium-weapons in Libya. The other prong of it is called WOT of which Pakistan is the real target. The country is subjected to numerous facets of the war i.e. economic crunch, extremism, militancy, terrorism, insurgency, law and order mayhem, despondency, unemployment and chaos. Water War aided by ecological and climatic onslaught (HAARP syndrome) is the major part of WW-III, which Pakistan is subjected to under the well thought-out plan.

More startling was the formal request of Yashwant Sinha, the then Indian foreign minister in the Prime Minister Vajpayee’s cabinet, to the then US secretary of State, Gen (retd) Colin Powell that New Delhi be given assurance that Pakistan would abandon the Kalabagh Dam project. And the assurance was granted, according to the Agencie France Presse. Why no government in Pakistan since the time of Ziaul Haq has been able to draw consensus on going ahead with the life-line project of Kalabagh Dam is now understood. Whoever played politics on KB Dam under the American insistence is guilty of collaborating with the perpetrators of this war on Pakistan.

Those who drumbeat the electricity shortfall privately admit that the current power generation capacity is enough to cope with the industrial and domestic energy needs. Electricity is being produced in Pakistan from three main sources i.e. hydel (water), thermal (gas, steam and furnace oil), and nuclear. There are four major power producers in country which include Water & Power Development Authority (WAPDA), Karachi Electric Supply Company (KESC), Independent Power Producers (IPPs) and Pakistan Atomic Energy Commission (PAEC). Looking at the break-up of the installed capacity of each of these power producers (as of June-2008) one can establish the fact that the current power generation capacity is not insufficient to administer long load-sheddings in the width and breadth of the country. WAPDA is generating 6461 Mega Watt power at its 13 hydel projects.

The Independent Power Producers (IPPs) generate a total 6,365 MW power. Pakistan Atomic Energy Commission (PAEC) generates total 462 MW nuclear energy from KANUPP (137 MW), and from CHASNUPP-1 (325 MW).

Hydal electricity generated by WAPDA varies between two extremities i.e. between minimum of 2,414 MW and maximum of 6,761 MW depending upon the river flow through the whole year. Total Power Generation Capacity of Pakistan (including all sources) is 19,855 MW and the electricity demand (as of today 2011) is 14,500 MW. So it is obvious that these 15-20 hrs power shutdowns in most parts of the country are not because of the lack of generation capacity but only because of the IMF and World Bank policies imposed on our nation by the government under the ‘agreed formula’. The power generation companies are not buying Furnace Oil from PSO by saying they don’t have money to do that but we are all paying for electricity that is generated from Furnace Oil. This is the reason that top refineries like PRL are operating at 40% capacities. The IMF and World Bank have imposed to reduce budget deficit by importing less crude oil. But due to this fact all our industries are under severe crisis. None of our political parties which are in the Assembly is ready to speak on it because everyone is blessed by US, IMF or World Bank, thanks to the water war imposed on us. Electricity now is at Rs 15 per unit, and it will increase after every two months as directed by the government under the IMF pressure. Interestingly China has offered Pakistan electricity for just Rs 200 monthly bill and unlimited usage of electricity but our government is not taking the offer seriously. This is because there will be neither kickbacks nor any commissions to be pocketed by the strong mafia of politicians and bureaucrats.

No amount of repent on the part of inside-collaborators can mitigate the sufferings the nation and masses are subjected to, out of personal whims and vested interests. Space does not allow to dwell at length as to how the Water War’s India factor has rendered hundreds of thousands of agricultural lands barren, which is causing shortage of food and life-saving items across the country. Pakistan is facing the ‘defeat’ at the hands of mostly our own people, without going into war.
