NAVTTC starts attestation of technical, vocational certificates

Staff Reporter

Saturday, July 21, 2012 - Islamabad—National Vocational and Technical Training Commission (NAVTTC) has undertaken the Verification and Attestation of Technical & Vocational Certificates of skilled youth seeking employment abroad. The Certificates to be attested/verified would be those issued by the Boards of Technical Education (BTEs) and Trade Testing Boards (TTBs). NAVTTC Headquarters has also set up Verification Centers at its Regional Offices in Lahore, Karachi, Quetta and Peshawar to provide an easy access and service to youth.

It is pertinent to mention here that skilled workers desiring to go abroad for job are facing difficulty in getting the attestation/ verification of their certificates issued either by the Boards of Technical Education or the vocational training institutes themselves. This is because the IBCC has expressed its inability to attest certificates issued which are either not equivalent to Matric certificate or no equivalence formula exist for them. In the absence of IBCC attestation, the certificates (and their attestation) are not being accepted by the Foreign Missions in Islamabad even if the attestation is done by the M/o Foreign Affairs based on verification from the respective Boards.

To address the issue, a number of meetings were held at NAVTTC Hqrs Islamabad. All stake holders i.e. BTEs, TTBs, National Training Bureau (NTB) and Inter Board Committee of Chairmen (IBCC) attended these meetings. It was agreed by all stake holders that NAVTTC being the apex body mandated to address over all TVET sector of Pakistan may undertake attestation/verification of the vocational training certificates issued by the aforesaid bodies.

A system has been evolved jointly by the afore-mentioned TVET bodies. It has reduced the process and also authorised seven of NAVTTC’s regional offices to issue verified certificates within same day or 24 hours on the presentation to said regional offices.
