PAC sought inquiry report from Housing Ministry

Wednesday, June 20, 2012 - Islamabad—Pubic Accounts Committee has ordered the Ministry of Housing and Works to submit an investigation report within one month regarding unsettled audit paras of purchasing without advertisement.

The inquiry was sought in a meeting of PAC held on Tuesday in Parliament chaired by Chairman PAC Nadeem Afzal Chan. The Chairman PAC ordered the Secretary to submit an inquiry report within the one month while fixing responsibility on the culprits. Audit General Pakistan was also asked to submit a report before the PAC that why it ignored the investigations.

The investigations were sought on the three paras of audit briefs which was presented before PAC. According to audit para of Audit report public sector enterprises for the year 2006-07 purchase of steel reinforcement and pick up for the project of National University of Science and Technology (NUST) was not advertised in 2005.

However the para said “in accordance with Rule 12(2) of Public Procurement Rules 2004 all procurements over one million rupees should be advertised on the Authority’s website as well as in other print media or newspaper having wide circulation”.

Similarly according to another para of the same audit report purchase of G.I Pipes amounting to Rs.26.423 million was not advertised. It was also asked the secretary housing have a report to inquire that why Pakistan Housing Authority has launched a mega project worth over Rs100 million in 1999 for the construction of 500,000 apartments without preparing PC-1 and approval of Planning Division.
