Monday, July 04, 2011 - There are people who are still living in the bygone era entertaining the illusion that United Nations has established the order in which the aggrieved Third World countries could seek some kind of justice or satisfaction for their just causes. The sooner this delusion is shed, the more realistic would be the expectations in this cut throat world ruled by the new masters of world’s destiny. Once I was dealing with power realities of course when Pakistan was Pakistan. Now the entire scene has changed very much. Still it is necessary not to base foreign policy on wrong assumptions. A diplomat surveys the international power equations with no illusions. It should be understood that International law is only for the powerful countries who have the muscles to put credibility in their claims.
Just as an aside what Pakistan was once and where it has reached now can be judged from American compliance with Ayub Khan’s demand to close down Bara Bed near Peshawar established under CENTO Pact, after USSR took offence to its use for spying over USSR by American planes and in contrast the recent case of Pakistan’s demand to US to vacate Shamsi Base which the US has rejected.
To return to the topic, UN Charter was written in 1945, in post WW II Era. During this period, Asian African people were on the offensive and the former colonial powers were on the defensive. When it was written, it was hoped that war would be outlawed, there would be sovereign equality in international community It was written in what looks like an idealism today. That idealism prevailed during the 50s and 60s when the questions of independence of Asian African countries came before the UN.. In those days rose strong Third World leaders like Sukarno, Tito, Nasser, Nkrumah, Sekou Toure, Faisal, Ayub and Third World. Movements like NAM, Arab League, Afro-Asian solidarity, Islamic unity, which were the moving spirit in the World politics then and affected UN deliberations. Movements for Islamic unity were also anti-colonialist movements. Then the world issues were looked at in this perspective That was the period when the Colonial powers were on the defensive.
Then the Cold War divided the world into Capitalist and Communist blocs. US & West confronted the Soviet Union for five decades. Yet there was a third force, the Third World even though with varying attitudes towards the two blocs. At last came Soviet intervention in Afghanistan and American “jihad” there.
After the end of the Soviet Union, thanks to Pakistan’s help to the US in Afghanistan, an entirely different world has emerged. Pakistan never realized that its help to U S was leading to the emergence of US as the Sole Super Power. At that time Pakistan looked at its help to US as a price for US closing its eyes on Pakistan developing its Nuclear project, a kind of quid pro quo. let there be no misunderstanding that the word Jihad for the Afghan resistance was entirely American invention, and the western press promoted the word.
During the US & West versus Soviet Union, the rest of the world was not made a target of US hostile policies. The World was divided into two camps and the rest were Non Aligned or camp followers of the two. There was a brief period of US elbowing out the Soviet Union from the Arab Middle East; leading to the end of joint Arab Defence through the Camp David Agreements in 1979. This followed the demise of NAM after Tito’s death.
After the demise of the Soviet Union, Muslim world gradually replaced the Soviet Union as the arena of the Super Power’s military confrontation. By this time US had developed its Weapons of Mass Destruction and spread its net of “economic aid”. WMD converted UN system into US controlled body, and “ economic aid” was used to destroy the Third World movements. With the demise of the Soviet Union, and emergence of US as one Super Power in the world, thanks to Pakistan’s role in America’s Jihad in Afghanistan, the Western powers saw the tremendous advantage of using the UN as its errand boy and now NATO as its military arm .The UN is now an adjunct of diplomatic objectives of the US and White Western countries . In the previous contest of supremacy with the USSR, US had a tiff with the yellow races, in Korea and Viet Nam, and learnt in due time the wisdom of seeking coexistence with the Yellow powers, symbolized with People’s Republic of China. Japan was already on US side. In the past decades the Chinese , North Koreans and Viet Namese had proved their ability to resist Western imperialist designs. Thus Yellow races earned a respectable place and US and its Western allies in establishing world superiority learnt the limits of their brute power after burning their fingers.
Now-a-days the lowest on the scale of world power are the Muslims of Asia and Africa. It may be repeated that Africa is the only Muslim continent and Black African nationalism is anti-West because the Europeans and Americans were the erstwhile Slave traders and Colonial masters in Africa.
Thus the new hierarchy in the world is: First the Western whites, led by the US, with the white Slavs of Russia, next yellow powers, China, Korea and Japan etc - next the camp followers, the Brown Hindus, and at the lowest rung of power equations are the Muslims (and Africans). The Muslims have substituted yesteryears Russia even more brutally than against Russia. The White West has gone to war against Iraq, Afghanistan, now against Libya, after getting a UN licence for aggression on highly false sanctimonious grounds. From time to time US shows its teeth to Iran and is being warned of all kinds of action. UN resolutions are a plenty for use of force against these countries. Abbottabad incident is fresh in our memory.
It would seem that what USSR was in the Cold War days to US Muslim countries have now become to US.
The manner in which US and the West are disdainfully treating Muslim/Third World is illustrated by the demand by US /Western courts for the arrest of President Ghaddafi, President of Sudan and President of Sri Lanka. Can any court in the Third World issue warrants for arrest of George Bush, Sarkozy, NATO Secretary General for massacre of third world subjects? So, their Courts have powers over even our heads of State and their heads can kill third world/Muslim countries citizens, that is normal business for them, but we can do nothing to stop them .
The UN is a licence giving office to the US (white Powers) and NATO has become the military arm of Western objectives, which are to be used as adjunct of Western military objectives giving Atlantic Ocean a global meaning.
Now let us look at UN’s record. In its long existence it has solved no Muslim issue or problem, for example Palestine or Kashmir. UN has passed not a single Resolution by the Security Council under Chapter VII in Muslim causes which are enforceable. All resolutions are merely recommendatory, whereas all Resolutions on Western interest were passed under Chapter VII, a blatant hypocratic act. Yes we side with you but cannot help solve your problem kind of attitude. In its long existence the UN did not appoint a single Muslim as UN Secretary General. In 80s UN General Assembly majority supported by China approved Salim Ahmed Salim, then Tanzania’s Foreign Minister for this appointment five times in the same voting and each time US vetoed him, a very decent sift spoken person. Not only him even US did not let Boutrous Boutrous Ghali a Coptic Christian have a comfortable tenure as Secretary General because he was a Non Aligned fair person. US had thought that Ghali being a Christian would be favourable to White Supremacy which was a false hope. Not even that in the proposed new reorganization of the UN, the US and its allies are bent upon ensuring that not a single Muslim country, Egypt, Turkey, Pakistan, Malaysia or Indonesia would be made a Permanent Member of the UN SC but India would be, Germany would be, Brazil would be but not a single Muslim country will be among the Permanent Members of the Security Council because Muslims are to be the targets and victims of the White Powers with the seal of approval of the UN.
