National Day of Oman celebrated

Dr. Jassim Taqui
Deputy Editor (IR)

20 November, 2008

The bilateral relations between Sultanate of Oman and Pakistan would be strengthened. These ties are based on common history, Islamic brotherhood and geographical proximity. Oman will always stand by Pakistan.

This was essentially the message of the Ambassador of Sultanate of Oman Mr. Mohamed Said Al- Lawati on the occasion of the 38th anniversary of the National Day of this young and rising nation.

Lawati hosted a reception at his residence to celebrate the occasion. The elite of the twin cities attended the function including the Federal Minister for Water and Power Mr. Raja Pervaiz Ashraf who was the chief guest , Chief of Air Staff, Air Chief Marshal Tanvir Mahmood and Mr. Rehman Malik.

High profile ambassadors also attended including the Dean of Diplomatic Corps Mr. Sapar Berdiniyazov and Dean of Arab Diplomat Mr. Ali Awadh Asseri. This is a testimony of the popularity of Mr. Lawati among official and diplomatic circles. Lawati is a skilled diplomat who would always receive you with a big smile and attentively listen to you. He has shown, however, his love and affection for Pakistan and its people.

Lawati, popularly known Abul Muqdad , worked hard to promote the bilateral relations between the two countries. During his stay in Pakistan for the last three years, the bilateral relations are progressing well through Pak-Oman Investment Company. In May 2006, Pak-man Microfinance bank was established in Karachi.

Lawati paid especial attention to promote the cultural ties between the two countries. He coordinated with the Omani Ministry of Culture and Heritage to ensure the restoration of Gwadar Fort. In fact the cooperation between the two countries was expanded to include defence as well.

In a bid to help Pakistan overcome economic difficulties, Lawati also encouraged investment and trade . One hopes that the private sectors of the two countries would activate themselves in promoting investment and tourism.

The anniversary commemorates both the 1970 ascension to power of the leader of the Sultanate of Oman His Majesty Sultan Qaboos bin Said, as well as his birthday on Nov. 18. During the last 38 years, Sultan Qaboos bin Said changed the destiny of the people of Oman. Through sheer hard work, dedication and will power, Sultan Qaboos introduced massive change in all fields in the Sultanate and built the pillars of progress and prosperity of the people of Oman.

Celebrating the Silver Jubilee of TRNC

Dr. Jassim Taqui
Deputy Editor (IR)

19 November, 2008

You blessed people. I have heard the call you proclaim thoroughly. I see the heaven stand with you in your silver jubilee. Therefore, I quickly endorsed the call. I feel you. I read you mind. I can imagine your suffering. I feel it all.

These were some of my silent thinking when I attended a small party organized by the Ambassador of the Turkish Republic of North Cyprus Ms Hasiba Sahoglu and her spouse at their elegant residence. A select group of the friends of TRNC of about 30 persons were invited on the occasion, which was also graced by the Turkish Ambassador Mr. Engin Soysal and the Ambassador of Azerbaijan Dr. Eynulla Madatli.

The occasion brought to the fore my memorable visit to TRNC last year. At that time, the people of Turkish Republic of North Cyprus were bravely hiding the economic hardship and siege of the international community. They were wondering as what had happened to universal principles of human rights that do not permit collective punishment of any people under the sun. They were very bitter of the double standard policy of the European Union and the United States.

Ironically, one year on I can see that both EU and US are living under intense and unprecedented economic crisis and recession. And it is only the beginning.

Gradually, those nations that have been a party in depriving the people of TRNC would ultimately experience deprivation and economic hardship. It is the law of mother nature and a supreme cycle. It is a lesson to all those mighty and rich. The ruthless might and injustice would be bounced back and corrupt the balanced nature.

While in TRNC and Istanbul, I realized that Almighty God blessed the Turkish Cypriot with the friendship of Turkey. Despite all odd, Turkey continued to extend aids to the people of TRNC and to fight for their survival at a time when the conscience of the world, and particularly Muslim conscience, was at a state of hibernation.

The people of TRNC are very brave. They continue to work hard, expecting the mercy of God from every side. In a thousand valley far and wide. Within them you see fresh flowers while the sun shines warm. They speak of one language time and again. They have a visionary gleam . They fight heroically for their glory and their dream.

In his brief speech, Jamali said, “You have always done it when Pakistan needed your help. But let me assure you that the people of Pakistan are the soldiers of Islam.”

Federal Minister for Parliamentary Affairs, Dr. Babar Awan, speaking in Arabic, paid rich tribute to King Abdullah bin Abdul Aziz Al-Saud for his generosity and leadership. He said that the Saudi monarch emerged as a world leader by convening an inter-faith dialogue in New York.

General Mohammad Farooq Ahmed, Chairman of the Disaster Management Authority, said that Pakistan was indebted to the house of Al-Saud. “Saudis have always stood by us and extended moral and monetary relief. Saudi Arabia is the biggest donor for the victims of the 2005 earthquake and the Balochistan earthquake,” he maintained.

Dr. Jassim Taqui

14 November, 2008

Stop all worries. Cut off the routine. Prevent the authors of the gloom from taking your attention. And enjoy a delicious dinner with Asseri along with music and songs of fairies !

Essentially that was the message behind the sitting dinner hosted by the Saudi Ambassador and Dean of Arab Diplomatic Corps Mr. Ali Awadh Asseri at his residence.

The occasion was to welcome three new Arab Ambassador, namely Mr. Magdy Amer( Arab Republic of Egypt), Mr. Abdo Ali Abdul Rehman( Arab Republic of Yemen) and Mr. Ali Saif ( United Arab Emirates. ) The DCM of the Republic of Tunisia Mr. Ahmed Ben Gara was also invited to the function. All the new comers looked cheerful, confident and pleased. A group of about 23 Arab ambassadors along with Saudi diplomats were invited to the function.

Yemen to vitalize agreements with Pakistan: Envoy

Dr. Jassim Taqui

13 November, 2008

Presently a technical delegation from Ministry of Higher Education is visiting Yemen. The delegation signed an executive agreement to further promote cooperation between the two countries, stated the Ambassador-designate of Yemen Mr. Abdo Ali Abdul Rehman in an exclusive interview with Pakistan Observer. He went on to state that he was keen to promote the bilateral relations between the two countries in economic, trade and investment fields. Rehman would also arrange visits of a member of Senate from Yemen to Pakistan and vice-versa. Gradually, visits would be exchanged on the highest level between the two countries.

Answering a question on the prevailing grim global security situation, Mr. Rehman said that Yemen is part of international coalition against terrorism and went on to state, “In fact Yemen was a victim of terrorism and extremism even before 9/11. The government and the people of Yemen dealt with the extremists and terrorists firmly. The people of Yemen reject extremism and terrorism. Hence elements involved in such acts were confronted and defeated in all the provinces.”

Taking note of the attempts to damage the image of Islam and its values that teach peace, tolerance and co-existence , Rehman urged Arab and Muslim countries to take concrete steps to foil these attempts and to frustrate the designs of the extremists. He strongly supported inter-faith dialogue and dialogue within various sects in Islam. He underscored that the dialogue should be sincere and serious so as to agree on consensus principles. He hoped that intra- faith and interfaith dialogue would positively contribute to promote the cause of peace, security and security throughout the globe.

Commenting on Yemen’s ties with Gulf Cooperation Council ( GCC) , Rehman said they were excellent. He said that all six member-states of GCC ( Saudi Arabia, Kuwait, UAE, Bahrain, Sultanate of Oman and Qatar) extend commendable support to Arab Republic of Yemen. He also disclosed that Yemen would soon join the GCC. “ Yemen is already a member of many organizations affiliated with GCC. Efforts are afoot to qualify Yemen to join GCC,” Rehman maintained.

Speaking on the global economic crisis, Rehman noted that Yemen was not affected by the crisis since there is no bourses system in Yemen. He also said that the currency of Yemen remained stable due to solid fiscal policies pursued by the government. However, Rehman noted that the decline of oil prices had adversely affected Yemen’s development plans.

Mr. Abdo Ali Abdul Rehman is highly educated and skilled diplomat. He graduated from Aden and completed post-graduate diploma in International Relations from Paris, France. He also joined many courses in diplomacy held in Aden, France, Germany and Switzerland. He held the position of Deputy Minister of Foreign Affairs( 1994-1998).

During 90 minutes interaction with Mr. Rehman , I found him kind, friendly and very keen to strengthen the bilateral relations. He simply adores Islamabad “because it is green, beautiful, well designed and embraces friendly people.”

Turkish Republic Day celebrated

Dr Jassim Taqui
Deputy Editor (IR)

8 November, 2008

The Soysals were shining. They were at their best in their widely attended reception. The occasion was the 85th anniversary of the proclamation of the Turkish Republic. The venue was the beautiful residence of the Turkish Ambassador at Diplomatic Enclave. Mr. and Mrs. Engin Soysal were seen cheerful and keen to receive and look after a large number of guests. The elite of elite of the twin cities attended the function. The guests included ambassadors, head of missions, charge d’ affairs, high civil and military dignitaries , bureaucrats, and senior media persons.

The Chief guest was the elegantly dressed Federal Minister of Information Ms Sherry Rehman. Once she entered, many people surrounded her. She was visibly happy to notice that she was the focus of attention. Among other dignitaries who could be spotted were Hameed Saeed Kazmi, Aftab Hussain Shah Gilani, Allama Enayat Ali Shakir , Khurshid Kasuri, Waseem Sajjad, Waseem Shahzad, Zafar Iqbal Jhagra, Gen. Talat Hussain, Gen. Jamshaid Ayaz and many others.

Two big tents were erected in the spacious garden to shield the guests from the cold. The tents were also supported by an excellent heating system.

The venue also included a special exhibition of photographs showing the historical and cultural heritage of Turkey.

Upon the arrival of the chief guest, the national anthems of Pakistan and Turkey were played. Ms sherry Rehman cut the huge cake to formally proclaim the initiation of the Turkish Republic Day.

The function was well received by the guests since diplomatic functions have been dramatically reduced due to security reasons.

The presence of large number of guests is a testimony to the popularity of Soysals. The couple have made many friends among diplomatic community and elites of the twin cities during a short time of one year in Pakistan. They are supported by tremendous goodwill to Turkey among the people and leadership of Pakistan, which continues unabated since the Ottoman Empire.

The atmosphere was festive and relaxed. Most of the people were talking on the American elections and the phenomenon of Obama. The Africans diplomats were delighted to see the first ever African American in the White House. But many other non-Africans were cautious, believing that Pakistan and the Middle Eastern countries would face tough time when Obama took charge. Their fear is stemmed from Obama’s agenda towards Pakistan, Afghanistan and Palestine.

Sudan to open up on Russia

Dr Jassim Taqui
Deputy Editor (IR)

SUDAN is seriously thinking of opening up on Russia besides strengthening relations with China to expedite national development, stated Dr. Abdul Rahim Ali Mohammad Ibrahim, Chairman, Shura Council of the ruling National Congress in Sudan in an exclusive interview with Pakistan Observer.

Mr. Ibrahim hailed in the interview the political and moral support extended by the government of Pakistan in all international fora to the just cause of Sudan. He also mentioned that all political parties in Pakistan also supported Sudan.

Speaking on the current challenges being faced by Khartoum, Dr. Ibrahim blamed the United States and its European allies of engineering and fabricating false cases against Sudan and its leader . “ What we witness is an international agenda that is planning to divide Sudan and control its oil wealth in Darfur,” maintained Dr. Ibrahim.

Dr. Ibrahim also referred to shipping weapons to Southern Sudan and said the Western step was part of a dangerous imperialist agenda that is working to destabilize Sudan by all means.

On the issue of Darfur, Dr. Ibrahim outlined “ an American conspiracy, which was disclosed by the New York Times itself when it expressed a surprise on the swift way of putting Darfur on UN Security Council agenda only a few weeks before the signing of an agreement with China on exploring oil in Sudan.”

Referring to the case against President Omar El-Bashir by ICC, Dr. Ibrahim said that the case was fabricated to obstruct the peace process. He noted that the ICC move was condemned by African Union, Arab League , OIC and most states in Asia Pacific and Latin America. He also commended the government of Pakistan for supporting sovereignty and territorial integrity of Sudan. Disclosing a new dimension in the Darfur issue, Dr. Ibrahim said, “ In fact the Zionist media has also entered the arena by inciting some people of Darfur to migrate to Israel via Egypt even as all the population of Darfur are Muslims. However, Israel and the Zionist lobby in the United States and Europe are using them as a card to further their media war , promote their agenda and to prove human rights violation in Darfur.”

Dr. Ibrahim praised the positive role played by the African Union. He outlined that the AU had contributed large peace-keeping force in Darfur. He said that Egypt too was supporting Sudan with a peace-keeping force. Cairo also promised to increase the number of its troops in Darfur.

Answering a question on the impact of the Western financial crisis on the Sudanese economy, Dr. Ibrahim said that the impact was minimum since Sudan had no investment in the United States and Europe. He went on to say, “ We have invested in Sudanese people. We have linked our currency with the euro. We have no investment in American and European bourses.”

Dr. Ibrahim was confident that the system of ne-cons and neo-imperialists would collapse since their system is exploitative and seeks to enslave people. “ Almighty God would show His signs. We in Sudan remain to believe in His justice and will defend ourselves by all means.”

Egypt to celebrate 60 years of ties with Pakistan

Dr. Jassim Taqui
Deputy Editor (IR)

Egypt looks forward to the upcoming visit of the Foreign Minister Shah Mahmood Qureishi and also to a large delegation to celebrate the 60th anniversary of establishing diplomatic ties between the two countries,” stated the new Ambassador-designate of Arab Republic of Egypt to Pakistan Mr. Magdy Amer in an exclusive interview with Pakistan Observer. Mr. Amer is a high profile diplomat who is coming to Pakistan after completing his tenure in People’s Republic of China.

Mr. Amer disclosed that the Government of Egypt would honor some prominent Pakistani personalities who contributed in promoting the bilateral relations. He was fully optimistic that the anniversary would be utilized to further strengthen and promote the relations between the two countries.

Speaking on the bilateral relations, Mr. Amer said that Egypt looked forward to share with Pakistan its unique experiment of economic, financial and banking reform. Egypt worked very hard on that reform during the last 20 years. And it was that long-term policy which helped Egypt face successfully the ongoing world financial crisis. “ I can assure you that the fallout of the world financial crisis on Egypt is very limited due to solid and transparent financial system in the country,” emphasized the Egyptian envoy.

Drawing a parallel between the Egyptian and Chinese reform, Amer said that Cairo opened up on the world in order to attract foreign investment. To achieve this objective, Egypt created many Special Economic Zones. Subsequently, foreign investment came in massively and initiated economic boom in Egypt in every field.

Answering a question on the Egyptian investment in Pakistan, Mr. Amer said , “Egyptian investment in Pakistan are strategic and long-term. Hence, these investments remain despite the economic crisis. Egypt would increase rather than increase its investment in Pakistan. I am sure that Pakistan would overcome this crisis as we have done in Egypt several years ago.”

Mr. Amer said that Egypt would share with Pakistan its experience in resolving the energy crisis. He said, “Egypt produces large generators that can produce electricity that cover the need of big cities. These generators were used successfully in resolving the electricity shortage in Lebanon, Iraq and Palestine. They can be used to resolve electricity shortage in Pakistan as well.”

Mr. Amer also hoped that the two countries would enhance agricultural and healthcare cooperation since Egypt has made impressive progress in these fields.

Elaborating on the upcoming visit of the Foreign Minister Mr. Shah Mehmood Qureishi to Cairo, Mr. Amer said that the objective of the visit was to attend the Joint Ministerial Commission headed by the Foreign Ministers of the two countries. He hoped that the commission would take some tangible decision to vitalize the bilateral relations especially in the field of trade and investment. He also noted, “The present volume of trade is approximately $ 200 million, which is very limited given the potentials and capabilities of the two countries.”

On the political level, Mr. Amer said, “ There is complete coordination between the two countries in UN fora on various issues especially the Middle East issue, Palestinian issue, international issues and reform in the UN Security Council.

During about one hour interaction with Mr. Magdy Amer, I found him kind, humanist, optimistic and enthusiastic with a positive mindset that is needed to promoting the bilateral relations. Through talking to him, you can feel you are dealing with a true friend and well-wisher of Pakistan, a skillful diplomat who has a positive mission to achieve at a very critical phase in the contemporary history of Pakistan. Indeed Mr. Magdy Amer is a good news to Pakistan.

Dr. Jassim Taqui

THE new German Ambassador designate of the Federal Republic of Germany Michael Koch Thursday signed an agreement with Sayed Jamal-ud-din Shah, Commissioner of Afghan Refugees, NWFP at the German Embassy. According to the agreement, Germany will grant Rs. 15 million to support Afghan refugees in Pakistan. The aim of the agreement is to support the rehabilitation of 50 educational institutions for Afghan refugee camps in Pakistan and their professional chances after returning to Afghanistan.

Speaking on the occasion, Shah extended thanks to the government and people of Federal Republic of Germany for extending support to Afghan schools and said 15000 students in refugee camps in NWFP would benefit from the project.

Explaining the agreement, Ms Katharina Lack, head of Cultural Section in German Embassy said the project was one element of Germany’s contributions in the framework of the G8 initiative launched in Potsdam, Germany on 30th May, 2007 under the Germany G8 presidency.

The G8 countries agreed to contribute to an improvement in Afghan-Pakistan relations with a joint action plan consisting of 70 different projects. The G8 views that closer cooperation between these two neighbouring countries is a key factor in enhancing stability in Afghanistan.

To this end the G8 partners launched a coordinated package of measures ranging from assistance for refugees and returnees to strengthening parliamentary contacts. A particular focus of the G8 package is to support local security services and border protection. Much of the funding is to be spent in the Afghan-Pakistan border area. With German assistance it is planned to build a border police training academy as well as border checkpoints.

The aim of G8 package is to foster direct and effective cooperation between the Pakistan and Afghanistan at all levels, both as regards government and civil society.

The priority sectors are security, economic development, refugee issues and civil society contacts. The G8 countries will implement the initiative in cooperation with their Afghan and Pakistan partners.

Germany is starting funding the package from the 2008 Federal Foreign Office budget in the order of 9 million euro. In the border security sector Germany will provide training for border police and plans to supply the security services with document verification equipment. In cooperation with the Office of the United Nations High Commissioner for Refugees (UNHCR) Germany will also provide assistance for refugees intending to return to Afghanistan. Other projects Germany has offered to support are designed to intensify civil society contacts between Afghan and Pakistan academics, parliamentarians and journalists.

The new German Ambassador designate Dr. Michael Koch could not interact with the journalists since he had not yet submitted his credentials to the President. However, it seems that the German Ambassador is a high profile envoy. He studied law in German and Canadian universities and obtained a Ph.D. degree from the prestigious Bonn University. Hashwani disclosed that the catering unit of the Marriott was not affected by the 20 September suicide attack, and is fully functional. The unit extended excellent service to the guests of Asseri.

This time, there were no speeches during the function. Asseri, however, was keen to receive the Chief Guest Saudi and Pakistani National Anthems were played and a huge cake prepared by the Marriott Hotel for the occasion was cut.

One could also see many notable dignitaries including Shah Mahmood Qureishi , Jehangir Badr, Naveed Qamar, Raja Pervez Ashraf, Ghulam Ahmad Balour, Ch. Nisar Ali Khan, Qazi Hussain Ahmad, Wasim Sajjad, Ijaz ul Haq, Gohar Ayub, Nazar Mohammad Gondal, Mr. Zafar Iqbal Jhagra, Mr. Anwar Saifullah and many others.

The atmosphere was joyful . People were in a relaxed mood enjoying the hospitality of Mr. Asseri. Variety of dishes were offered, however, people enjoyed drinking Aab –e- Zam Zam, Laban, and eating the delicious dates of Medina Munnawara.

All credit for Asseri and his proactive contacts with all sections of the society. Asseri is a confident and smiling person. With his joyful style and charismatic personality, Asseri gives everyone a message of hope, and sincere friendship.

Muslims throughout the world , especially in Pakistan, consider Saudi Arabia and the Custodian of Harmain Sharifain the source of inspiration and guidance. Today, Saudi Arabia is a social welfare state. Under the dynamic leadership of Khadim ul Harmain Al Sharifain King Abdullah bin Abdulaziz, the Government has been able to create a congenial atmosphere of peace and harmony. It is committed to the welfare of the society, the provision of jobs and maximum use of manpower.

The Government is working on the solid lines of fair distribution of national income and opportunities for investment and labour. Efforts are being made to diversify the economic base and reduce dependence on the oil income. Practical steps are being taken to encourage private sectors to function in the development of the nation side by side with the public sector.

Celebrating the Independence Day of Uzbekistan

Dr. Jassim Taqui

THERE was a touch of class in the Independence Day function hosted by the Ambassador of Uzbekistan and Mrs. Oybek Arif Usmanov at the Serena Hotel. All credit to the young ambassador Usmanov who has made so many friends and strong presence during his short stay of two and a half year in Islamabad. He is soft spoken, friendly and courteous. He is also visible in all diplomatic functions and pays special importance to promote the bilateral relations between the two countries.

The Chief guest was the Federal Minister of Finance Mr. Navid Qamar. Soon after arrival, Usmanov and Qamar went to the dais. They were joined by Mr. Zahid Malik, Nafis Siddiqui, Anwar Siddiqui and the ambassadors of Tajikistan, Ukraine, Turkmenistan, Iran and Turkey. The national anthems of the two countries were played, the cake cut and the function was in full swing. The Uzbek are very proud people. For them, this is a special occasion to rejoice attaining independence. During the short time of 17 years, the Uzbek speak mainly on the economic development they achieved in every walk of life. For them independence is not complete without achieving economic independence, progress and prosperity of their people.

To mark the anniversary of the Republic of Uzbekistan as an independent nation, festivals are organized countrywide. The local activists of various ethnic groups living in Uzbekistan hold a festival of towns and districts, called “Our dear Homeland”.

Representatives from all walks of life stage a whole series of celebrations, whose main objective is to demonstrate the successes scored by Uzbekistan in various areas over the years of independent development.

The nation witness performance of cultural groups from the industrial enterprises and entrepreneurial activity along with exhibitions highlighting national values and traditions.

Active participation of citizens at cultural events makes it possible to conclude that the staging of such festivals is crucial for the strengthening of friendly relations between various nationalities residing in Uzbekistan. Everyone takes part in the event. At this special occasion the unity of the ethnic groups making Uzbekistan is emphasized. Along with this anniversary, the people create special atmosphere of delight through melody and music.

The economic relations between the two countries have picked up since the visit of the Uzbek President Islam Karimov to Pakistan in May 2006. The visit made solid foundations for the development of bilateral relations .

Pakistan has worked hard to unite its communications with new transportation networks with energy-rich Central Asia . Uzbekistan’s link to littoral countries of the Arabian Sea through Pakistani communication networks is beneficial for both of the states.

Pakistani companies have shown interest in oil and gas deposits in Uzbekistan. The projects to build transportation networks that lead to Pakistan through Afghanistan is of significant interest for Islamabad. This would contribute to the promotion of Pakistani commodities (plastic, leather, cardboard items, pharmaceuticals and fruits) in the markets of Central Asia through Uzbekistan.

For Uzbekistan, in turn, this would signal an opportunity to expand its export (cotton, polyethylene, liquefied gas, cables, mineral fertilizers, grain and agricultural equipment) to Pakistan.

The heads of the two states reached an agreement concerning the improvement of the performance of the Uzbek-Pakistani Joint Commission for Trade and Economic Cooperation.

The cooperation in the sphere of energy and transport communications has large and promising perspectives.

Egyptian July Revolution celebrated

THOSE who interacted with the Egyptian Ambassador Mr. Hussein Haridy were sad and bidding him a farewell. The occasion was Haridy’s well attended function hosted in Serena Hotel to celebrate the 56th anniversary of the July Revolution. During his stay in the capital, Hardy made many friends due to his cultural depth, diplomatic skills , commitment to what he believes and humbleness. His friends would always remember him for these qualities and principles.
The chief guest was the minister of local government Mr. Bashir Ahmad Bilour. On the dais, heavy weight ambassadors assembled along with Haridy and Bilour while the national anthems of Arab Republic of Egypt and Islamic Republic of Pakistan were played. Those standing with Haridy and the chief guest included the following ambassadors: Mr. Sapar Berdiniyazov( Turkmenistan Ambassador and Dean of Diplomatic Corps), Mr. Ali Awadh Asseri ( Saudi Ambassador and Dean of Arab Diplomatic Corps), Mr. Abdu Mohamed Heggi ( Eritrean Ambassador and Dean of African Union), Mr. Abdisalam Haji Ahmad ( Somalia), Mr. Dafaa Allah El-Haj Ali Othman( Sudan) , Mr. Abdul Elah Mohamed Hajar ( Yemen), Aziz Al-Dihan ( Kuwait), Mr. Mohamed Said Mohamed ( Sultanate of Oman), Mr. Ibrahim Alabid Mukhtar( Libya) and Mr. Mohammed Rida El-Fassi ( Morocco).
There were a large number of Arab, African, and Western envoys, military attaches and diplomats a long their spouses. One could also spot some important personalities especially Mr. Jamal Al-Nashir of Agha Khan Foundation, the Secretary General of PPP Mr. Jehangir Badr, Mr. Nisar Memon, Mr. Envar Beg, Gen. Talat Masood and Allama Enyat Ali Shakir in addition to many high level civil and military officials from Islamabad and Rawalpindi.
One general feature of Haridy’s national day functions was showing a historic footage about the legendry Egyptian and Arab leader late Gamal Abdul Nassir. The footage was shown throughout the function, reminding all of the unique and golden era of Nassir who emerged not only as an Egyptian and Arab leader but also as an international statesman and symbol of Arab nationalism and solid advocate of liberation movements in Asia and Africa.
Under the Egyptian President Mr. Hosni Mubarak, massive reform was introduced in every field. Mubarak continues with Nassir’s policy of supporting the Arab causes. In the economic field, Mubarak made Egypt a modern state. Now Egypt is considered among the best seven countries in the world in matters pertaining to economic reform and development of investment climate and improving the business environment.
Egypt is the only country in the Middle East and North Africa, which is chosen by the Forum of the World Bank and co-sponsored by the International Finance Corporation as a model for investment.
The investment committee of the Economic Cooperation and Development Organization had approved unanimously to include Egypt as a participant in the Committee to become the first Arab and African country in this field.
The spirit of Nassir continues to live even today in Egypt whereby the government, despite economic problems, continues to subsidize food for the poor and offer them free education and medical care. This policy is in consonance with spirit of July Revolution.

Islamabad: The next US-Pak strategic dialogue would start in next month and would focus on energy, food and terrorism. The US would reimburse $ 370 million in the next few weeks. Total reimbursement is $ 1.5 billion. The next investment conference would be held next fall in Washington. The US would opt for local purchase of food and send to Balochistan. US is playing a proactive role and has no favorite. US wants to maintain very close contacts with PPP, PML, ANP, MQM and all important people. President Musharraf has a role to play.

These were the main highlights of an exclusive interview with the Ambassador of the United States of American Ms. Anne W. Patterson held at her office in the US Embassy. Those who were present included Mr. Zahid Malik, Editor-in-Chief of Pakistan Observer, Mr. Faisal Zahid Malik, Editor of Pakistan Observer, former Foreign Minister Mr. Abdul Sattar and Deputy Editor IR, Dr. Jassim Taqui . Also present in the meeting was the Spokesperson of the US Embassy and Press Attaché Dr. Elizabeth O. Colton.

During over 70 minutes Ms Anne Patterson spoke candidly, transparently and neutrally on various aspects of Pak-US relations. She answered directly all questions, and never gave the slightest impression that she favoured any political party or individual. In fact Ms Patterson counseled reconciliation and stressed on economic issues. She explained at length her interaction with all political parties.

Giving a scoop to Pakistan Observer, Ms Anne Patterson said that the next Strategic Dialogue would be centered on energy, food and terrorism. She divulged that the US administration would reimburse $ 370 million in the next few weeks out of total amount estimated at $ 1.2 billion dollars. Ms Patterson attributed the delay in the reimbursement of money to government of Pakistan to technical problems. The process is now accelerated with the appointment of Inspector General of Department of Defense, who would study the money claim and forward it to Washington.

Ms. Patterson clarified that all assistance to the government of Pakistan following 9/11 was in the form of grant, cash and reimbursement. So far Pakistan has received around $ 10.6 billion. She also confirmed that Mr. Biden had proposed $ 7 billion aid to Pakistan in long-term assistance, but the proposal is still in the form of a draft to be submitted in a bill to the US Congress.

According to Ms Patterson, the economic issue, food, energy and terrorism dominated discussions between Prime Minister Syed Yousuf Raza Gillani and US President George W. Bush at Sharm Al-Sheikh, Egypt. Mr. Gillani requested US support in building power barrage in Karachi.

Among other issues that will be discussed in the July Strategic Dialogue is the mapping of energy resources with the objective of large scale investments in coal and gas.

The strategic dialogue would discuss the promotion of investments in Pakistan. Ms. Patterson expressed content that despite security situation, US investment did not decrease. However, she looked forward to higher investment opportunities in the time to come.

Answering a question on the future Pak-US relations after the November presidential election, Ms. Patterson could not envision a scenario which could change the bilateral relations. She said that the bilateral relations will continue to flourish, "unless the US was subjected to attack emanating from Pakistan, which would change a lot of things". However, she pointed out that Democrats would focus more on economic issues.

Asked whether IAEA still wanted access to A Q Khan, Ms Patterson believed that the issue between IAEA and A Q Khan was not resolved, as evident from recent statements of A Q Khan.

Answering a question whether the US administration would invest in Gwadar deep-sea port, Ms Patterson stated that the government of Pakistan had not asked the US to involve in Gwadar. She also said that there were no plans of bringing American companies to Gwadar due to security issue. However, more American companies would be brought to other parts of Balochistan.

Giving her perceptions on the dialogue between Pakistan and the militants in Tribal Areas, Ms. Patterson maintained that the dialogue process should lead to stopping attacks on US troops in Afghanistan. She drew a distinction between Al-Qaeda and Taliban and stated that the US administration supported Karzai's initiative in reconciliation with the Taliban. Additionally, the US has contributed about $ 23 billion for the reconstruction of Afghanistan.

Answering a question on extremism in Pakistan, Ms. Patterson held that "by every empirical standard, there had been an increase in suicide bombings," stating that 660 died due to suicide bombings in the last six months. Ms. Patterson maintained that people in Tribal Areas wanted jobs, money and dignity and that the US is ready to extend help.

Dismissing the notion that there is a foreign mastermind behind the suicide bombings in Pakistan, Ms. Patterson stated that there was no single evidence to support such a theory. She believed that Al-Qaeda, Baitullah Mehsud, Siraj Haqqani and others were behind the suicide bombings to intimidate people.

Speaking transparently on the domestic issues, Ms. Patterson conceded that US administration played a role in the reconciliation between President Pervez Musharraf and Benazir Bhutto. She attributed the selection of Benazir Bhutto due to her decades long working with the US Congress, and huge range of contacts with the Americans. However, she stated that the US role ended with the return of Benazir Bhutto to Pakistan and the holding of free and fair elections and the emergence of a sovereign parliament.

Ms Patterson described President Musharraf as an elected president of Pakistan, who has a role to play, stating that many countries in the world have ceremonial chiefs of state.

Explaining her national reconciliation role, Ms. Patterson stated that she met PML (N) chief, Mr. Nawaz Sharif half a dozen times, along with Shahbaz Sharif noting that Mr. Nawaz Sharif had close ties with Mr. Bill Clinton, and very close ties with the US. She described Mr. Sharif as an important politician who is supported by sophisticated people around him and that whenever she met him, his party-men always stated that they wanted good relations with the US.

Ms. Patterson attributed the failure of MMA in the election to the public upset over lack of services. She described the emergence of ANP in NWFP as a positive sign.

Speaking on the MQM, Ms. Patterson stated that she had interactions with the MQM leadership since they dominate Karachi, which is the fourth largest city in the world. She said that the MQM would be a force for a positive change, since they wanted to deal with the international community. She encouraged the trend to assimilate MQM into the system, praising its "young and dynamic leaders". She particularly praised the mayor of Karachi, Mr. Mustafa Kamal and his visit to the US, describing it as a "great visit".

Interviewing Ms Anne W. Patterson is an education. She was kind to everyone and at total ease, smiling, extremely confident and authoritative. She looked in command and never consulted notes. She was convincing in dispelling conspiracy theorists and misconception about Pak-US relations. Listening to her for over 70 minutes gives you a message of hope and confirms that she is a well-wisher of the people of Pakistan.

Pakistan, Yemen ties growing, says Yemen envoy

Exclusive Interview
Dr. Jassim Taqui

I AM proud to state that the Yemen-Pak ties are now sound and solid. During my tenure here, the volume of trade was doubled and 20 agreements and MoUs were signed.
These were the highlights of an exclusive interview with the outgoing Ambassador of Yemen Mr. Abdul Elah Mohamed Hajar. Elaborating further, Hajar stated that the ties were growing on both official and people level citing the unprecedented sympathy of the people of Yemen with the victims of the Earthquake. The people of Yemen collected on their own, through civil society, more than 70 tons of food and $ 3.5 millions for the victims of 2005 earthquake.
“There are over 200 Yemeni students studying in various universities,” disclosed Hajar. He went to state that during his four year tenure, he tried to encourage Yemeni students to study in Pakistan “because the Islamic environment here is similar to that of Yemen and also due to high standard of education in Pakistani Universities.” Hajar underscored the importance of investment in human resource, “since it is the best investment. Additionally, the Yemeni students would be the ambassadors of Pakistan when they return to Yemen.”
On the official level, the visit of the President Pervez Musharraf to Yemen in December 2005 and the visit of the Yemeni President Ali Abdullah Saleh to Pakistan in April 2006 set the tone for a very fruitful official cooperation between the two countries.
These visits were followed by the visit of former Prime Minister Shoukat Aziz to Yemen in December 2006, the visit of caretaker prime minister and Chairman, Senate Mianmohammad Soomro to Yemen in February, 2008 and the holding of the Joint Ministerial Commission in June, 2008. As a result of these visits the volume of trade double from $ 40 million in 2003-2004 to $ 80 million in 2006-2007.
Answering a question on his perception of terrorism, Mr. Hajar regretted that it is being used for political purposes and to interfere into the internal affairs of other states. He hastened to add, “This does not mean that there are no extreme outfits, which are involved in criminal acts. Such outfits are present all over the world.” Hajar suggested that the logical tackling of terrorism is to find the root-causes of the menace and find the suitable solution to comprehensively eradicate it.
“Yemen is also facing the same issue and has been able to tackle the it effectively through dialogue. Yemen urges the advanced states to resolve this issue through participating in raising the economic standard of the poor nations and not to merely use violence to counter violence,” argued Hajar.
Hajar stated that Yemen supported the proposal of President Musharraf of restructuring and reforming of OIC and participated in the special committee of OIC consisting of Eminent Personalities to study and evolve Musharraf’s proposal of Enlightened Moderation. On his stay in Pakistan, Hajar observed, “I served in many countries but I found the real comfort in Islamabad. It is a beautiful , clean and organized city.”

Beijing 2008 will open up China to the world

Dr Jassim Taqui

THE Beijing 2008 Olympic and Paralympics Games will herald a new era in the contemporary history of China. The whole nation with the slogan of “one world, one dream” will open up to the world,” stated Mr. Li Zhanjun, Director General of the Media Center while briefing a group of journalists from South Asia. In addition to sailing events in Qingdao and Equestrian events in Hong Kong, 18 sports will be held in Beijing. Thus the Beijing 2008 Olympic Games, will hold the largest number of sports ever.
According to Zhanjun, 10500 athletes and more than 2500 coaches and officials from 162 countries will participate. He estimated that over 21600 reporters, and 30,000 foreign journalists would cover the event. China has constructed 37 sport venues and conducted 36 test events. All arrangements for Beijing 2008 have been completed.
The journalists were taken to several sport venues in Beijing including the majestic National Complex that would embrace 20 sports and 471 events.
For the first time, China is liberalizing regulation for foreign reports, who can get permission to cover the Beijing 2008 Olympic Games through simple application .The reporters are permitted to bring with them equipment necessary for the coverage of the events. China has permitted 46 satellite dishes this year as compared to 30 during the last year.
Foreign reporters would also be permitted to interview citizens and ask their opinion about various issues. “We have made huge progress and we have nothing to hide,” maintained Mr. Zhanjun.
Speaking on the attitude of some Western journalists, Mr. Zhanjun complained that those who negatively wrote on China had never visited the country. Hence, he decided to invite many of them to enable them to see the facts on the ground. Two women journalists from New York and Australia who wrote negatively about China were invited to Beijing and were exposed to their areas of interest. Subsequently, they started writing accurately and beyond the expectation of the authorities . Now, our statistics show that 82 percent of the Western write ups on China are positive. Earlier, only 5 percent of the stories on China based on inputs from the authorities. Now, this figure rose to 48 percent,” boasted Mr. Zhanjun.
Answering a question on the Beijing 2008 and environment, Zhanjun said that the government took special care in protecting the environment and over 120 billion Yuan was spent on the same.
One of the most interesting feature of Beijing 2008 is that the Beijing 2008 required 100,000 volunteers. However, the authorities received 1,125,799 applications by the time when the volunteer enrollment work came to an end. This shows that people from all sectors of the society received well the message of volunteering to Beijing 2008. Most people volunteers from Beijing. However, volunteers were also recruited from Hong Kong, Macao, Taiwan, overseas Chinese and foreigners.
Another category of volunteers , called “City Volunteers” were needed. About 400,000 “City volunteers” will be recruited for which 1,570,000 applied. The recruitment shall be completed by the end of June 2008.
The third category of volunteer , “Social volunteers”, is the largest. During the Beijing 2008, more than one million “ social volunteers” will provide volunteer services at communities, towns, and public places. Their mission is to create a favourable situation of the whole nations participating in, serving and contributing to Beijing 2008 and actively foster a social environment of harmony and stability.

Europe for peace and solidarity

Dr. Jassim Taqui
Deputy Editor (IR)

The European Union endorses the values of peace and solidarity. The objective is to build Europe, which respects the freedom and identity of all the peoples who compose it.
These were the main features of the message of the Head of the Delegation of the European Commission Ambassador Jan de Kok on the occasion of European Day. Jan de Kok and Mrs. Agnes de Kok hosted a well-attended reception at the Shamadan Hall, Serena Hotel to celebrate the occasion.
A large number of European, Asian and African diplomats a long with their spouses attended the function. The Chief guest was the Federal Minister for communication Ch. Also in attendance were the Dean of the Diplomatic Corps Mr. Berdiniyazov Sapar and his deputy the Saudi Ambassador Mr. Ali Asseri who remained in the function for a fairly long time and freely mixed with the guests.
It was on 9th May, 1950, the French Foreign Minister , Mr. Robert Schuman presented his proposal on the creation of an organized Europe, indispensable to the maintenance of peaceful relations. The objective was to prevent a Third World War and to create, peace, stability and co-existence. That is why during the Milan Summit in 1985, EU leaders decided to celebrate every 9th May as “Europe Day.”
One positive aspect for Pakistan is the fact that EU is engaged in a continuous political dialogue with Islamabad on the ministerial , senior officials, and EU head of missions’ levels.
On 3rd and 4th March, the EU troika was in Islamabad to discuss wide range of subjects on cementing the political, economic and trade relations with Pakistan. It is also expected that the EU private sector would open up on Pakistan and would substantially invest in various development projects in the country. EU is also considering writing off of the debts of Pakistan to enable the new democratic government to serve the poor and the needy. With the new political dispensation and the new dawn of democracy, it is expected that the relations between EU and Pakistan would increase manifolds.
The atmosphere was extremely cordial and informal. The EU ambassadors were full of hope and optimism that Pakistan would re-emerge as the most dynamic and moderate state in south Asia. The theme of discussion continues to be the parleys in London between Zardari and Nawaz Sharif.

Majority Muslims do not believe in clash of civilization

Dr Jassim Taqui

Islamabad—My books: Who Speaks for Islam shows that 93 percent of the Muslims do not believe in clash of civilization and oppose 9/11 . They don’t believe in religious or cultural conflict. But they believe that there exists a political conflict between the Muslims and the West.
These were the main features of the videoconference by Dr. John Esposito, the co-author of the book : Who Speaks For Islam ? What A Billion Muslims Really Think.
Esposito was speaking directly from Washington with the panelists Senator Khurshid Ahmad, Chairman, Institute of Policy Studies, Islamabad and Dr. Zafar Ishaq Ansari, Director General Islamic Research Institute, Islamabad. The conference was supervised by the US Counsellor for Public Affairs Ms Kay Web Mayfield and moderated by Counsellor for Cultural Affairs Ms Constance Jones. A Large number of intellectuals and scholars also took part in the videoconference.
The book is based on a public poll by the Gallop . The polls were conducted from 2001 to 2007. The process would continue annually for a hundred year. Dr. Esposito described the polls as the most authentic and reliable since it included peoples from 35 Muslim countries who represent rural, urban areas, males, females, various age and intellectual levels. The polls were the largest and the most authentic.
Responding to Dr. Esposito, Professor Khurshid Ahmad commended his work describing the book as a bride between the theorists and the realists. He went on to say, “The statistics of the book reflect , by and large, the Muslim reality and the Muslim rejection to the hegemonistic US policies.” Ahmad called for the embrace of the principle of plurality of culture and civilization through dialogue and reconciliation. He pointed out, “ The issue is not the American people, values and culture but the issue is the US policies.”
In his interaction, Dr. Ansari applauded the approach of the author that shunned the “theoretical discussion and intellectual fancies.”
He called upon the West to study the concept of the diversity as outlined in the Holy Quran that says, “ And if God had so willed , He could surely made you all one single community: but He willed it otherwise in order to test you by means of what He has revealed unto you.”(The Repast: 48). Ansari called upon the East and the West to respect God’s will of diversity and to co-exist, respecting each other’s values, culture and political dispensation.

UAE Armed Forces Day celebrated

Dr. Jassim Taqui

There was some extra-ordinary life and interests in the UAE function with the imposing presence of Joint Chief of Staff Committee Gen. Tariq Majid and high military officials. The occasion was the 32nd anniversary of the UAE Armed Forces Day. The host was Colonel Esmaeil Hassan Murad Al-Bloushi, the military attaché of UAE to Pakistan. The presence of Gen. Tariq Majid along with his aids in the function was noticed by all. It symbolizes the importance Pakistan attaches to its relations with UAE. Gen. Tariq Majid was embraced by both the UAE Ambassador Mr. Ali Mohammad Bin Hammad Al-Shamsi and Col. Esmaeli Hassan Murad Al-Bloushi. Both have worked hard to cement the bilateral relations. And the presence of Gen. Tariq Majid in the function is a testimony to their success.
It was a house full in the Marquee Hall, the Marriot Hotel. The elite of elites attended the function including most of the Arab, Asian, African and Western military attachés.
Gen. Tariq Majid was received by the UAE Ambassador Mr. Ali Al-Shamsi , the UAE Military Attaché Col. Esmaeil Al-Bloushi, the Deputy
Dean of the Diplomatic Corps Mr. Ali Asseri, the Ambassador of Sudan Mr. Dafaa Allah El-Haj Ali Osman, the Egyptian Ambassador Mr. Hussain Haridy, the Ambassador of Oman Mr. Mohamed Said Al-Lawati, the Ambassador of Libya Mr. Ibrahim Alabid Mukhtar, the Ambassador of Morocco Mr. Mohammed Rida El-Fassi, the Ambassador of Lebanon Mr. Wafic Muhammad Rehaime, the Ambassador of Iraq Mr. Kais Subhi Al-Yacoubi, and the Ambassador of Jordan Dr. Saleh Jawarneh.
Upon the arrival of the chief guest, the national anthems of UAE and Pakistan were played to give the function an attentive and genteel touch.
The anniversary is very special. On May 6th 1976, the legendary Arab ruler late Sheikh Zayed bin Sultan Al Nahyan and his brothers along with the Supreme Council Members and Rulers of the Emirates agreed to unify the armed forces under a single banner to become one of the main pillars of the federation.
Throughout the past 32 years, the UAE has been able to build a modern army capable of confronting all challenges and defending the nation’s achievements thanks to the unlimited support by H.H. Sheikh Khalifa bin Zayed Al Nahyan, the President and Supreme Commander of UAE Armed Forces.
The people of Pakistan would always remember the generosity of Sheikh Zayed . People would never forget the role of the UAE Armed Forces in helping the survivors of devastated earthquake by launching a massive operation in this regard.
A field hospital was erected to provide treatment to 500-1000 patients daily. Many seriously injured survivors were airlifted to Al Bateen Airbase in Abu Dhabi to get intensive medical care at the Zayed military Hospital. Water purification plants were also set up to provide clean drinking water in the hard-hit areas.
There is a strong military cooperation between Pakistan and UAE . Pakistan and the United Arab Emirates signed a defence cooperation agreement to boost the existing military relations. The theme of discussion among the guests continues to be the new political dispensation and the chances of its survival.

Colton’s ‘three must’ in journalism

Dr. Jassim Taqui

Islamabad May 03—Journalists should be free to report truth with full freedom. Rumours should not be reported but matters of public interest. All reporting should be characterized by accuracy, fairness and balance. These were the main features of a lecture delivered by the Spokesperson and Press Attaché of the US Embassy Dr. Elizabeth O. Colton on the occasion of World Press Freedom Day. at the National Library Pakistan. The lecture was organized by the American Information Resource Center and National Library of Pakistan.

Before commencing her lecture Dr. Colton underscored the importance of libraries stating, “Libraries encourage freedom of expression and access to the information. And when the libraries are suppressed, it should be the worst time in history.”

Commencing with a historic perspective, Colton maintained that the First Amendment to the US Constitution was related to the freedom of expression and stated, “There shall be no law to abrogate the freedom of expression.” Reminding the audience of the difficult task of maintaining this freedom of expression, Colton stated that the American civil society is fighting for 200 years to uphold the freedom of expression and “the struggle continues even today.”

Forewarning the journalists that the haste to publish a scoop could be disastrous, Colton advocated that the scoop should be fully investigated with responsibility, getting the other points to balance both sides of the story. Colton revealed that she consumed six months to report a scoop when she was a working journalist.

Answering a question on the professional code of ethics, Colton advised that the members of the profession , rather than governments, should enforce such code. She opposed reporting without responsibility, hate crime, hate language and language blasphemous to each other. Explaining the difference between responsibility and self-censorship, Colton opposed the latter and any form of censorship. However, she cautioned that if journalists failed to report with responsibility, the governments might be given an excuse to interfere with the freedom of expression. Colton also opposed the interference of the governments with matters pertaining to wages and labour rights and urged the unions of journalists to tackle such issues themselves to maintain their independence.

Red Feather Woman falls in love with Pakistan!

Dr. Jassim Taqui

I AM simply overwhelmed by the affection, kindness and generosity of the people here. I have fallen in love with Pakistan.

These were the main remarks by Ms Rose , Red Feather Woman, before she performed at the Lok Virsa along with Mohammad Akhtar Channal from Kalat Balochistan. Lok Virsa and Cultural Section of the US Embassy sponsored the American and Pakistani storytellers and singers. Both combined narration with music and traditional dance that enthralled the audience at the National Heritage Museum.

Rose has come all the way from the United States with a mission of building bridges of understanding and communication through the cultural heritage and to give a message on the importance or preserving the Earth . She has a long career of captivating audiences through singing and telling traditional stories to children and adults of all ages. On June 8, 2006 in Hollywood, she won the Native American Music Award, in the Spoken Word Category.

Red Feather Woman shares her ancestral stories as told to her by her father and grandfather. Some songs have been gifted to her through dreams while others are inspired by the stories she tells and her life experiences.

Rose told the story of the White Buffalo Calf Woman symbolizing the spirit who gave the people (Lakota) the sacred pipe, which asks people to live in peace and stop fighting. A pipe is always given and never brought or made for oneself. If a person is given a pipe from an elders, or spiritual leader, it comes with a great responsibility of honor and commitment. It is used to pray with and taken in ceremony. One never boasts of being a pipe carrier. The inheritors of the sacred pipe are humble, pure in spirit and body. They honor their tribe and all tribes, including all people, not just theirs. They become active in the community and serve their community, country, and always honor Mother Earth.

The second story pertained to Medicine colours in a circle. The circle itself represents life and Earth, which, Rose maintains, gives us everything and we have to protect it. The white people in the medicine circle are supposed to be the keepers of the fire, black are the keepers of water, yellow people are the keepers of air and red are the keepers of the earth. Rose concludes that all of us are all the keepers of Mother Earth . Subsequently, Rose sings along with the audience the song:

We are the keepers of the earth,

A heritage given to us through birth,

Creator took us by the hand,

And said, “This is our land.”

Mohammad Akhtar Channal, a renowned storyteller from Kalat, Balochistan complimented Rose with two stories in Balochi language. The first story was about the birth of a special person that would protect the tribe through his bravery and commitment to the welfare of the tribe. And the second story was on immigration of the tribe in search of food. It narrates in poetry and music the generosity, kindness and solidarity the tribe gets from fellow tribes.

Channal enthralled the audience with his songs and traditional dance. Students of Young Rising Stars, Women Club, spontaneously interacted with Channal and Rose. The students were led by Samera Aftab and Captain Sana Mehmood to enliven the event and fill the function with melody and joy.

The functions was supervised by the US Counsellor for Public Affairs Ms Kay Web Mayfield and Cultural Counsellor Ms Constance Jones.

Proactive Anne Patterson

Dr. Jassim Taqui

In her elegant residence, the American Ambassador Ms Anne W. Patterson introduced the United States Director of Foreign Assistance and Administrator of the United States Agency for International Development (USAID), Henrietta H. Fore to a select invitees comprising parliamentarians, educationists and economists. Ms Fore stated in the function that she came to Pakistan to explore new avenues for aid to Pakistan, expressing her delight over her interaction with the invitees and their suggestions.

This has been in line with the policy of Anne Patterson expressed to the Prime Minister Syed Yousuf Raza Gilani that the “US government is committed to cooperating with the Government of Pakistan on a wide range of issues that are important to both countries,” reiterating the US desire to work with Pakistan to encourage Pakistan’s continued democratic and economic development.

Subsequently, Anne W. Patterson visited NWFP and reviewed with Governor Owais Ahmed Ghani support managed by the USAID in FATA and across Pakistan including $20 million worth of projects in the health sector.

“Healthy people are a prerequisite for economic and social development,” Anne Patterson remarked during the meeting held at the Governor’s House.

“The United States Government and the American people believe that healthy Pakistani mothers, children and families are essential for a stronger, more productive Pakistan.”

The aid is aimed at improving mother and child health, renovating health facilities, training skilled health workers, increasing access to clean drinking water, and preventing the spread of infectious diseases such as HIV/AIDS.

It is part of $1.5 billion in aid the US Government is providing to Pakistan over five years to improve economic growth, education, health, and governance and to assist with earthquake reconstruction. During her stay in the provincial capital.

Since 2002, the U.S. Government has provided more than $2 billion to Pakistan to improve economic growth, education, health and governance and to assist with earthquake reconstruction.

Another aspect of Ms Anne Patterson’s interest is giving aid to Pakistan to strengthen education. Today, Anne W. Patterson, declared the Fulbright Program in Pakistan “a significant investment by both countries” while speaking at the 5th annual Fulbright Alumni Conference at the National University of Modern Languages.

“The Fulbright programme in Pakistan is the largest in the world with the U.S. Government contribution of $19.5 million per year,” Ms Anne Patterson said “The other major funding source is Pakistan’s Higher Education Commission, which contributes $10.5 million per year.”

Anne Patterson is also the honorary co-chair of the United States Educational Foundation in Pakistan (USEFP). Anne Patterson disclosed that some 175 outstanding Pakistani students travel to the United States each year with full scholarships to begin work on a master’s degree or a doctorate. Dozens more receive scholarships to take part in Fulbright affiliated programs that range from community college training to teaching Urdu or Pashto at US universities.

“Among the highest priorities for the United States in our partnership with Pakistan are these: to encourage this country’s continued economic growth, and to support programs that will distribute the benefits of that growth as widely as possible,” Anne Patterson remarked.

She said that the challenge will be to move forward with development and democratization in tandem so that people not only have economic opportunity, but also have the ability to participate politically. “Sharing the benefits of Pakistan’s growth among all its citizens” will be strong defenses against the dangerous forces of disillusionment and alienation.”

Ambassador Patterson lauded the USEFP for “reaching out to young people from all over Pakistan” to offer student advising. “Pakistan now ranks 23rd among countries sending their students to US colleges and universities.”

“More Pakistani students on U.S. campuses means more people from this country come to know and understand the United States; and it means more opportunities for people in American communities to learn about Pakistan and its people,” Anne Patterson concluded.

The rulers are our cousins: Jordanian envoy

Dr. Jassim Taqui

We feel pleased for the new political dispensation. Everyone here is our friend. I can also say that the rulers are our cousins since many of them are Ashraaf ( descendent of the holy prophet Mohammad PBUH),” stated the Ambassador of the Hashemite Kingdom of Jordan Dr. Saleh Ahmad Al- Jawarneh in an exclusive interview with Pakistan Observer. Jawarneh was referring to the large number of Sayeds in the ruling coalition Government and the fact that the ruling family of Jordan is the descendant of the holy prophet PBUH.

Jawarneh also highlighted the recent visit of the Joint Chiefs of Staff Committee Chairman, Gen. Tariq Majeed to Jordan and said that the visit would further cement the already excellent bilateral relations between the two countries.

Earlier Jawarneh introduced the Ambassador at large Professor Husain Haqqani to the Arab ambassadors in an informal gathering at his residence. “ Haqqani was my close friend since I was a student at Karachi University in early eighties, where I obtained my master degree in political science while Haqqani was studying International Relations. Since then we remain very close friends,” stated Jawarneh while introducing Haqqani to the Arab Ambassadors.

Haqqani is an important personality. He had maintained a close relationship with former Prime Minister Benazir Bhutto, and acted as her advisor. He also worked as advisor to former Prime Ministers Ghulam Mustafa Jatoi and Nawaz Sharif . He was appointed as Pakistan’s ambassador to Sri Lanka from 1992 to 1993. For the last seven years he has been teaching International Relations at Boston University. Haqqani was a visiting scholar in the South Asia Project at the Carnegie Endowment for International Peace. He is well known by his book “ Pakistan between Mosque and Military” ( Vanguard Books-2005).

Haqqani writes a regular column, which is syndicated throughout South Asia and the Middle East. Additionally, he contributes regularly to international publications and appears frequently on television news shos in both Pakistan and the United States.

Presently, Haqqani has been appointed as ambassador-at-large, Haqqani will essentially act as a “prime minister representative to foreign governments.” He is tipped to be the new Pak Ambassador to the United States.

Jawarneh hoped that Haqqani would promote the just causes of Arabs and Muslims recalling his service to the Muslim Ummah since he was a student at Karachi University.

Haqqani looked solid, moderate and authoritative in explaining to the Arab envoys the evolvement of the new political dispensation. He declared that he always opposed the war lobby in the United States. He confirmed that the coalition government is unanimous on abandoning the use of force against the tribal people. He disclosed that the US drones conducted 36 preemptive attacks against the tribal areas. However only three times the Americans hit the terrorists. He said that given the seriousness of killing innocent people, the coalition government had decided to permit only attacking targets on the basis of obtaining “actionable intelligence.” However, Haqqani hastened to add that Pakistan was committed to fighting terrorism and extremism and to continue cooperation with the US in the fight against terror.

Commenting on the media stories, which state differences between PPP and PML(N), Haqqani categorically denied those stories and said the two coalition partners are committed to all articles in the Charter of Democracy including the independence of Judiciary.

Haqqani deliberated at length the diversity of the American system and urged Arabs and Muslims to side with the moderate US forces that attempt to improve the image of the United States in the Arab and Muslim worlds.

The atmosphere was congenial. Jawarneh looked after his guests very well, showing , as usual, extra-ordinary hospitality, warmth and kindness . You would love the company of the ever young , smiling and optimistic Jawarneh, who also speaks fluent Urdu and loves Pakistan. He is rightly called the Ambassador of Pakistan to Jordan.

Prominet among the guests of Mr. Jawarneh were the following Arab ambassadors: Mr. Nadir Larbaoui( Algeria), Mr. Dafaa alla El-Haj Ali Osman( Sudan), Mr. Hussain Haridy( Egypt), Mr. Abdul Elah Mohamed Hajar ( Yemen), Mr. Hamad Ali Al-Hanzab( Qatar), Dr. Muhammad Riad Hussain Ismat ( Syria), Mr. Mohamed Said Mohamed Al-Lawati( Oman), Mr. Ibrahim Alabid Mukhtar( Libya), Mr. Aziz Al-Dehani( Kuwait),Mr. Tariq Lodhi (IB), and Mr. Zafar Bakhtarwi( PML(Q).

Strengthening Pak-German ties

Dr Jassim Taqui

THE Pak-German relations need to be revised in accordance with new realities in South Asia, NATO’s expansion, its proactive role in Afghanistan, and promotion of trade between the two countries.

These were the main features of a two-day roundtable on Pakistan-German Dialogue organized by the Institute of Strategic Studies, Islamabad (ISSI) in collaboration with Hanns Seidel Foundation, Munich and Stiftung Wissenschaft und Politik (SWP), Berlin on April 9-10, 2008.

Mr. Inam ul Haque, Chairman, ISSI, in his opening remarks said that Pakistan and Germany have had good bilateral relations over the years and Pakistan looked at Germany as a partner in the fight against terrorism and also as an economic partner. Mr. Asbeck hoped that the practical recommendations will come out of the dialogue, which would lead to better understanding the issues of interest and concern for Pakistan and Germany.

In her presentation, Mrs. Lepel DCM, Germany Embassy , stressed the importance of people-to-people contact in strengthening the Pakistan-German relations. On the issue of Pak-EU relations, Lepel said that the EU was the largest trading partner of Pakistan with 29% of Pakistan’s exports being sent to the EU and Germany was the second largest trading partner within the EU apart from Britain. Ms. Lepel was of the view that the bilateral trade would increase as a result of recent developments such as the expansion of the German wholesale market, Metro, to Islamabad and other cities, resumption of Lufthansa flights and the increasing number of Pakistani companies participating in the German Trade Fair.

Ambassador Ezdi, opined that the future of Pakistan-German relations would depend on three main elements. Firstly, whether the current intensification of bilateral relations is a function of German involvement in Afghanistan or is based on a better recognition of Pakistan’s pivotal position in the stability of the entire region. Secondly, whether Germany recognizes that the stability of the region is linked to Pakistan possessing a credible nuclear deterrent and conventional capability and that a unilateral approach favoring India will create imbalances which could be destabilizing. Thirdly, the threat of Islamic radicalization in Pakistan is grossly exaggerated as evident from the outcome of February 2008 elections.

In her remarks, Ms. Fauzia Nasreen, the session chair, said that the issues of Generalized System of Preferences GSP plus, the Free Trade Agreement (FTA), anti-dumping duty on Pakistani bed-linen and the seafood ban imposed by the EU were important trade issues that need to be resolved to improve Pakistan-EU relations.

Col. Walter Huhn from the Policy and Advisory Staff, German Ministry of Defense gave his presentation on the German Civil-Military-Engagement in Afghanistan. He said that Germany focuses on regional cooperation to promote peace in Afghanistan and in this context Pakistan is very important. He said, Germany has only 4,000 troops deployed in the northern Afghan region.

Dr. Wagner of Stiftung Wiseenschaft und Politik (SWP) stated that in the EU’s engagement with India the EU has been explicit in its desire to form a strategic partnership with India and has not taken similar steps with other South Asian nations, namely Pakistan. There are, according to Dr Wagner four aspects of EU’s engagement with India: the interests of both parties, the instruments by which these interests established, the focus of the relationship, and finally challenges to the relationship.

The EU and India have convergent interests in the matter of alleviating poverty, in particular for achieving the millennium development goals in the country, and in regard to increasing trade, scientific know how, and technological research.

Dr. Shireen Mazari spoke of the wider context of Pak-India relations focusing on three main aspects of that relationship: Bilateral talks, regional issues, and global aspects of the relationship. As far as bilateral talks were concerned the Director General said that despite the bilateral talks entering into their fifth round, the actual results of these talks have not gone beyond atmospherics and on the main issues of conflict between Pakistan and India no progress has been made. Pakistan has made various attempts to engage the Indian government on the main issues of contention, but India has backed out on each of them; whereas Pakistan wishes to concentrate on conflict resolution the Indians would rather concentrate on conflict management in that way leaving the issues of contention open; on Kashmir India does not wish any third party facilitator to participate in negotiations, on the issue of the ;Siachen Glacier accords were signed by both parties in 1989, but India ultimately backed out and their disregard for Pakistan came to a point where they opened the adventure tourism as though the land were not even disputed territory, finally on the issue of Sir Creek; Pakistan is willing to make concessions but India has not acknowledged them as relevant. As a side note though issues of shared water sources have been alluded to in various agreements between Pakistan an India, but India continues to flout its agreements as though they had never taken place.

Regionally India desires a greater presence in Afghanistan and this is very detrimental for Pak-Afghan relations and all indications suggest that this relationship is very close. Globally, the United States of America is the main factor in the relationship between India and Pakistan. The United States desire for a strategic partnership with India is ultimately going to exacerbate the tension in the region. Any anti-ballistic missile cooperation will compel Pakistan to respond in proportion with more extensive and varied nuclear arsenal. Thus, any forward progress that India and Pakistan could make on their issues of contention will be undermined by purely military nature of relationship between the US and India which compels Pakistan, which is otherwise willing to negotiate, to move to a more militaristic position.

Such a situation requires creative solutions and one suggestion made by Dr. Mazari was that Pakistan and India should cooperate on issues of nuclear energy. Such cooperation is not unprecedented, Pakistan and India already exchange lists of nuclear sites, and will build real trust between both nations as well as prove huge beneficial to both.

Bodde nominated US Ambassador to Malawi

Dr. Jassim Taqui

Islamabad: The US President Mr. George W. Bush intends to nominate Peter W. Bodde, of Maryland, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Malawi. Mr. Bodde, a career member of the Senior Foreign Service, currently serves as Deputy Chief of Mission at the United States Embassy in Islamabad. Prior to this, he served as Consul General at the United States Consulate in Frankfurt, Germany. Earlier in his career, he served as Director of the Office of Management Policy at the State Department. Mr. Bodde received his bachelor's degree from the University of Maryland.

Bodde has come to Pakistan at a very critical time and served as DCM after the transfer of Mr. Ryan Crocker to Baghdad. Bodde served as DCM with a brilliant ambassador Ms Anne W. Patterson. His elevation is a testimony to his contribution to promoting the bilateral ties. Bodde has worked hard to strengthen the bilateral relations in a turbulent era in the contemporary history of Pakistan and the United States. He combined well with a dynamic Ambassador Ms Anne Patterson to achieve her diplomacy of "no to sanctions" as a tool in achieving foreign policy objectives. Patterson and Bodde pursued a policy of "more interaction and aid" in addition to continued bilateral talks on sensitive issue in confidence. Ostensibly, this policy has worked very effectively as evident from the visits of a large number of high US civilian and military officials , Congressmen and Senators.

Celebrating silver jubilee of Pak-Korean ties

Dr. Jassim Taqui

This cultural fragrance from the Korean land of “calm morning” coincides with the climatic and political spring and the 25th anniversary of establishing Korean- Pak relations. We congratulate the people and government of Pakistan on this era of democracy.

These were the main features of a welcome speech by the Ambassador of the Republic of Korea Mr. Shin Un. The address was delivered at auditorium of National Art Gallery to inaugurate the well-attended Korean Cultural show.

Responding to the speech Mr. Naeem Tahir, chairman PNCA congratulated the two nations on the transformation to democracy. However, Tahir maintained that the Republic of Korea was leading the way for this spring of democracy in Pakistan. He also thanked Madam Un for her special efforts in ensuring the success of this cultural event, adding that women when fully empowered and respected, can do wonders and become an integral part of any nation that aspires to rise and achieve progress and development for all.

The show comprised the performance of Korean songs and dances, calligraphy, tea ceremony, exhibition of traditional crafts and Korean fashion show.

The show was sponsored by Korean Embassy along with Sambu Construction and Sammi-Daewoo Co. operating in Pakistan. Of course, PNCA gave utmost support to the cultural event by providing the venue of National Art Gallery in addition to artistic skills . In fact Mr. Naeem Tahir asked foreign missions to avail the auditorium of National Art Gallery and to hold cultural events in this beautiful building.

The atmosphere was cultural. A large number of people attended. I could see a house full despite inclement weather. People enjoyed Korean culture that looked so unique and different. Yet everyone was seated until the conclusion of the last item. The interesting aspect is that a large number of Korean diplomats, their spouses and even children also took part in the fashion show. Ambassador Shin Un and his spouse joined the last scene of the fashion show to conclude the cultural event.

The elite of Islamabad and Rawalpindi attended the show. Prominent among the envoys who attended the show were Dr. Riaz Ismat( Syria) , Dr. Gunter Mulack( Germany) , Mr. Markus Peter( Switzerland) , Mr. Luo Zhao Hui( China) , Dr Eynulla Madatli( Azerbaijan) , Mr. Abdul Elah Mohamed Hajar( Yemen), Mr. Willem Andréa( Netherlands) , Mr. Mohamed Said Mohamed Al-Lawati(Oman) , Mr. Nguyen Quang Thuc( Vietnam), Mr. U Tin Oo( Myanmar), Mohammad Anwar Anwarzai( Afghanistan) and Ms Aud Marit Wiig( Norway).
