Threat to Pakistani State

Ali Malik

Nations are created to serve the people who live within their geographical boundaries, so that they can live in harmony with comity of nations in accordance with internationally recognized laws, regulations and ethics. Citizens pay taxes which are utilized to create institutions to achieve these sole objectives. The state taxes the rich to provide subsidies and welfare to the poorest of the poor. Basic fundamental principle on which a modern sovereign state functions is that all institutions of state are there to serve the people. The state exists as long as it regulates its functioning in accordance with laws and international regulations.

When individuals or institutions abuse state power to upset this equilibrium and consider the state and its people instruments to serve them, then such a state may exist geographically but is likely to become another Somalia, without any law, or judiciary to enforce its writ, nor an executive to enforce judgments of judiciary. Pakistan fortunately has an independent judiciary, which is now being scandalized. The moment this equilibrium is disturbed the edifice of a state starts collapsing from within. Rogue elements motivated by greed start taking over and institutions get involved in fleecing the public or become instruments for collaborating with mafias in duping innocent law abiding citizens of their life long savings.

In 2009 DHA which has established itself as a reliable and efficient real estate developer invited application from residents and overseas Pakistanis for a project called DHA Valley in Islamabad. Hundreds of thousands applied for what was supposed to be a balloting scheme, where unfortunately all those who submitted applications were declared successful. It is estimated that DHA Islamabad collected over Rs62 Billion from public who trusted them, only to find out that their trust has been betrayed by later declaring it as Bahria joint project. It is such betrayals and involvement of institutions tasked with state security in commercial activities, which was never objective for which these institutions were created that states start collapsing from within. Individuals benefit, like the pirates of Somalia, but the state suffers an irreparable damage to its reputation, which trend if not reversed leads it to being declared a pariah rogue nation.
