  Violation of Govt orders

Ali Asghar Shah

I, resident of village Mohri khambal, Post office Mohra Darogha via sagri, Tahsil and District Rawalpindi, intend to bring to the notice of the Honourable Prime Minister of Pakistan that as I retired on 30-11-1995 from Government Service, therefore, according to the orders of the Government issued vide the Finance Division (Regulation wing) Islamabad OM No-F.5(2) Reg. 6/2007 dated 02-07-2002, not only my commuted portion of Pension is restorable but I am also entitled to draw increase in Pension on gross Pension instead of drawing Pension from 01-12-2001 to onwards. The relevant parts of the said OM are reproduced below: (i) (Para-2) “That all those Government servants who retired prior to 01-12-2001, others those who have opted to remain in the Pay Scales of 1994, shall be entitled to restoration of surrendered portion of Pension.” (ii) (Para-3) “That all other benefits available under the 1994 Scales shall continue for those who have opted to remain in the 1994 Scales.” That no increase in Pension was allowed in the year 1994. However, in the years 1995, 1997 and 1999, the increases in Pension were allowed on gross Pension. Moreover, the Pay Scales of 1994 do not indicate that in future increase in Pension will be admissible on drawing Pension instead of gross Pension.
In view of the above, non-grant of increase in Pension on gross Pension is clear cut violation of the Government orders, therefore, the Honourable Prime Minister of Pakistan is requested to look into the matter personally to meet the ends of justice. An early action is requested.

  Pakistan in turmoil

J P Mousavie

Listening to Farook Sattar and Kings party men threats tantamount to civil war in press conference after boycotting N.A was shocking, shameful and treacherous. Sher Afgan tribal clan taking law and order situation in Mianwali in their hand was liable which Kings party men boasted to enact all over. Albeit GOP having immediately initiated high level inquiries of events of Arbab Jehangir and Sher Afgan;everone in GOP,political patries,Lawyers,Human Rightist condemned it [ though its gravity against goriest 2007 bloodbaths of MQM,MLQ, Mushraff governments is like smallest grain] the horrible burning lawyers alive of 9-4-08 was horrible but in MQM style.I shall request ICCJ to probe it and sentence the culprits to death beside by Pakistani courts.ICCJ should also probe ones of 2007.
It appears MQM is using now MLQ to blackmail PDA for induction in Centre and awarding fond ministries in Sind. The achieve nefarious by strong-arm methods, dead bodies has been the usual MQM style politics followed closely by MLQ,kings party still headed by Mushraff. It is time for Zardari not to waste any time to stablise Pakistan civil strucure. This is only possible by removing Mushraff who will not only divide PDA in pieces but also will eliminate them through his [3MS2QS League} devious Kings party. Better late than never. If Zardari continues to trust MQM after bitten twenty hundred times and repeatedly in last few days:nation has not given him right to play with its destiny for his whims and fancies which prolong Mushraff.

  A way forward

Farooq Ahmed

The conduct of fair and free elections has remarkably improved the image of Pakistan. The political process has been set on right course. The nation has very strong and high hopes form the new political leadership. The briefing by the COAS to the Prime Minister and other top leaders of the country is definitely a way forward for the nation. This briefing was regarding the overall security situation of the country. The issue is on top agenda of the Prime Minister for initial 100 days programme. Terrorism is great menace and also poses threat to the very fibre of Pakistani society. We need to understand that this problem which involves our own people and we have to find new ways and means to curb it. The best possible solution lies in the dialogue and political process. We cannot afford to follow the foreign dictation.
The government’s decision to do away with the Frontier Crimes Regulation (FCR) will bring the FATA in the main stream and at par with Pakistan’s constitutional framework. The debates and review of Pakistan’s new strategy against terrorism according to the wishes of the people will definitely lead to success. Pakistan has come to a stage where we all have to win together. The dawn of new parliamentary era and the entire stake holders can jointly find viable solution. Pakistan is dealing something that is wider, deeper and broader. The whole nation has been victim of terrorism and suffered collateral damage. These terrorists act links to Al-Qaida and local groups. The strategy to fight against these groups should be well thought out. On the other hand the process of dialogue should be of central importance. As long as these groups are willing to talk the government can engage and bring them on the table.
Armed Forces have deployed over 100,000 troops in Federally Administered Tribal Areas (FATA) and Swat. Pakistan as nation has contributed in terms of success and sacrifices in GWOT much more than any other country in the world. The success of our Law Enforcement Agencies against terrorists has not been without human and material costs. There should be a positive change in the policy taking all the segments of society into confidence. All the components of the state working within the constitution is a way forward for Pakistan.

  9th April Karachi incident

Shafiq Khan

When former Sindh Chief Minister Dr. Arbab Ghulam was beaten twice in the Sindh Assembly premises on Saturday and Monday followed by a similar beating of former Federal Minister Dr. Sher Afgan on the other day, the Nawaz League, Jamat-i-Islami, ANP leaders and so-called hypocrite Press and Media analysts and commentators called the both incidents of hooliganism as madafat-i-amal (mother nature). In fact, their statements were not only biased and hypocrite but like throwing dust in the eyes of people. But nevertheless, if I agree their statements of madafat-i-amal, than wouldn’t that be adequate to call Karachi disturbances of April 09, 2008 as madafat-i-amal as well.
If 50 people are killed and billions of Rupees properties were looted and destroyed in Sindh after 27th December, the Peoples Party People said, this is the ‘aftermath’. Of Benazir’s assassination. So the ruling party have every right to take things as they want but blame MQM, Q-League and other opposition parties for every bad name. Who Thinks Musharraf Would Resign By Appeals? Why Should He? Why would Musharraf resign by appeals? In Pakistan’s society even a clerk does not quit his post so how could some one expect a President to resign? Jamat-i-Islami, Nawaz League, civil society and press and media earlier said they would solve each problem through assemblies, impeachment motion and judiciary but now Aitezaz Ahsan, Qazi Hussain , Shahbaz Shareef and Nawaz Sharif are literally begging Musharraf to resign.

  Feigning innocent

A Mustafa

Our political turmoil has the wickedest history. It was engineered all by abrogation of constitutions by military dictators liable to treason and death sentence. They prolonged their illegal act and rule by doctrine of necessity obtained lowly men of unscrupled judicial conscience 90% responsible for our break up and miseries abetted by Muslim Leagues OF Convention, [Zia,[Q in fact Musharraf], rubber stamp assemblies and street terrorist changing name from ethnic connotations to MQM. The toadies,’ goonda organizations’ street terrorists, criminals, bathakhors, blackmailers used strong arms tactics to stifle people. They were known for first killing then crying loudest on the dead bodies to feign innocence. Furthering it was, ruthless use of coercive state machinery; police, intelligence, Nab, legal cases. Proda, Pemra, loans waived off in trillions of dollars, free for all loot and plunder by few, MNCs, banks, stock, estate, trading community etc.
AND the process goes on. The current political scenario depicts the active evil hands behind abetted by self championed altuists: the worst killers, liars who kill and then pretend victims were it appears behind the shoeing, manhandling of hale and hearty Sher Afgan, Arbab Jehangir finding finally comfortable laps of masters in Presidency and Governor House. The culprits hitherto Identified per se happen not PPP men, lawyers or ML-N could only belong to party, clout conspirators who want to destablise PPP, MLN governments in provinces and jeopardize Judicial movement. Soon their faces will be exposed. It is worthwhile to mention ML-N government has yet to be formed and one in Sindh is still in formation.
PPP leadership, few or many should not become purple blind to Mr Musharraf, MQMS’ blackmailing arm-twisting gimmicks. Their ministers, senior leaders make conflicting statements some pro MQM, some anti Lawyers movement etc: they will soon into ever active Kings Party trap which is their vicious aim to divide PPP and ML-N. It is strange dichotomy of PPP leadership flawed mindset to only include MLQ responsible for May,October,December bloodbaths, murder of Benazir and exclude Mushraff, MQM who were hand and gloves in every evil, unconstitutional act.Eversince Zardari visited [90] destabilizing efforts against them have increased and MLQ-MQM,Mushraff efforts to create divions, rift between PPP and MLN tarnish their image becoming increasingly vehement and toxic slyly abetted by pro TV anchorpersons to the ignorance of government.NRO is not a big deal to be blackmailed by MR Mushraff and MQM against national interest. Does not Mushraff see the glass of economy with all holes; is it still half full or half empty? Would PPP still see as he sees!

Fertiliser cost

Dr Zahid Hussain Jatoi

I thank the prime minister for allowing some relief to the grower by raising the wheat support price to Rs625 per 40kg. Although 65 per cent of the rural farmers, who have sacrificed for the sake of 40 per cent urban consumers by selling wheat at half the price of the international market, are still not being given a fair deal by the government as far as fertilisers are concerned, especially DAP. Engro, Fauji and other fertiliser importers are selling DAP at Rs3,200 per bag from their stocks on which they have already enjoyed a heavy subsidy as no fresh stocks have been imported in the last nine months.
The subsidised imported DAP was to be sold at Rs1,234 per bag, but they are selling it at Rs1,600, which again was subsidised to the extent of Rs900 per bag. Moreover, Engro’s Zoorwar was to be given on even smaller rates but from the same subsidised stocks importers are minting money from farmers as well as the subsidy that they have already enjoyed. In India DAP is supplied at Rs768 per bag and urea is sold at Rs465 per bag and the wheat support price is raised to Rs876 a maund. If prices of DAP and urea are not rationalised at the earliest, the good impact of increased support price will be zeroed, earning a bad name for the present government.
